Short Description
The establishment of a statewide hate crime and bias incident helpline that will collect anonymous or self-identified reports of hate crimes and bias incidents, connect callers with support services, and direct callers to additional reporting options, such as law enforcement.

Objective
The objective of Help Stop Hate is the development of a statewide, non-law enforcement hate crime and bias incident reporting mechanism; the expansion of hate crime victim services resource availability and coordination; increased availability of hate crime and bias incident data, for the benefit of the entire State of Illinois. Help Stop Hate will support all people affected by hate in Illinois. In addition to an online reporting portal, the helpline will include a phone service, run by a fully functioning and high-quality contact center, who will hire, train, and manage call specialists to staff the helpline. The number of call specialists will increase based on call volume. The contact center will meet all technical requirements; will provide and maintain functionality of all monitoring, and deployment of information; will provide real-time dashboard reporting on call activities, metrics, and results; and will complete monthly reports to Illinois Commission on Discrimination and Hate Crimes housed within the Illinois Department of Human Rights.

Specific compliance requirements as outlined in terms of Department of Justice award to IDHR on 1/27/23. Ability to provide a dedicated helpline which will offer a confidential space, separate from law enforcement, to triage callers’ needs and provide essential referral support as well as augment incident reporting for the State. Ability to provide helpline professionals who will be trained to support trauma-exposed callers and provide crucial information about legal protections and resource options, while offering referrals to bias and hate incident trained professional services across the State. Call center managers are responsible for training call specialists, with some training content provided by IDHR. Ability to manage incoming and outgoing calls related to this program. Ability to provide call center services including provision of staffing/facilities needs, call management system, equipment, supplies and personnel management to meet and maintain the functionality and key performance requirements of the Helpline. Ability to provide services during and beyond standard State business hours, Monday-Friday, 12-9PM, in order to ensure broader public access. Ability to ensure service access for customers in both English and Spanish as well as connect callers to State translation services for multi-lingual access.

Uses and Restrictions
This program will allow for the implementation of a survivor-centered statewide helpline and will increase the state of Illinois’ ability to create community awareness about hate incidents and available resources for survivors. The helpline will create a safe place to seek assistance and support while empowering survivors. Additionally, the State will have access to more data to better analyze current community needs and to deploy resources to address hate crimes and bias incidents. The funds cannot be used for (1) New construction (2) Any renovation or remodeling of a property located in an environmentally or historically sensitive area, including property (a) listed on or eligible for listing on the National Register of Historic Places, or (b) located within a100-year flood plain, a wetland, or habitat for an endangered species (3) A renovation that will change the basic prior use of a facility or significantly change its size (4) Research and technology whose anticipated and future application could be expected to have an effect on the environment (5) Implementation of a program involving the use of chemicals (including the identification, seizure, or closure of clandestine methamphetamine laboratories.
Reports
Quality review via live monitoring of calls (not recording), supervision and coaching of call intake specialists/agents, and periodic review of training materials, as appropriate. Identified quality issues shall be documented and addressed by the Grantee, with recurring needs or challenges brought to the attention of the Grantor for the coordination of solutions and/or modifications of protocol/procedure to ensure quality of intake and call handling. A Quality Assurance Report will be developed jointly with IDHR, as requested. Required reporting: Additionally, Grantee will provide status reports to Grantor on a weekly, monthly, and annual basis. Monthly reports will be submitted no later than the 10th of each month for prior-month data. These reports shall contain the following information: 1. Total number of calls handled 2. Total number of inbound and outbound minutes 3. Total number of calls answered 4. Total outbound calls placed by agents 5. Average wait time 6. Percentage and number of dropped/abandoned calls to total number of calls 7. Call disposition, and Wrap Code reports for all inbound interactions
