The receipt and distribution of moneys shall be in accordance with Public Act 103-0006.
Deadlines
The game shall commence on January 1, 2024 or as soon thereafter, at the discretion of the Illinois Lottery Director, as is reasonably practical. The operation of the game shall be governed by this Act and any rules adopted by the Department. The Department must consult with UNCF Illinois regarding the design and promotion of the game. Once the joint special instant scratch-off game is used to fund a special cause, the game will be used to fund the special cause for the remainder of the special causes' existence per the causes' respective Section of this Act. Funds will be disbursed to UNCF Illinois beginning July 1, 2024.

Uses and Restrictions
The net revenue from the special instant scratch-off game sold for the benefit of the United Negro College Fund Illinois in support of education scholarships to university and college students shall be deposited into the fund for appropriation by the General Assembly solely to ISAC for the purpose of funding UNCF Illinois Scholarship awards to university and college students. Funding shall be used solely for scholarship awards and not to cover any administrative costs of the UNCF.
