PROGRAM INFORMATION
Short Description
To develop a program within the Adult Protective Services provider network of mentoring that includes an internship program for college students to develop their skillset and knowledge for potential permanent employment with their agency after college graduation. This intervention program addresses the consistent staffing issues experienced within the network agencies, and will aid in development of programs to prevent elder abuse, neglect, and exploitation, including adult protective services programs. Through this program, ACL hopes to demonstrate how existing research can be used to craft new, useful programs to address elder abuse, neglect, and exploitation and improve and enhance adult protective services programming.
Federal Authorization
All Awards, whether funded in whole or in part with either federal or State funds, are subject to federal requirements and regulations, including but not limited to 2 CFR Part 200, 44 Ill. Admin. Code 7000.30(b) and the Financial Management Standards in Paragraph 7.6.

Objective
To develop, implement, and evaluate successful or promising interventions, practices, and programs to prevent elder abuse, neglect, and exploitation, including adult protective services programs. Through this program, ACL hopes to demonstrate how existing research can be used to craft new, useful programs to address elder abuse, neglect, and exploitation and improve and enhance adult protective services programming.

Applicant Eligibility
Eligible entities for grants authorized under Section 411 of the Older Americans Act are: domestic public or private non-profit entities including state and local governments, Indian tribal governments and organizations (American Indian/Alaskan Native/Native American), faith-based organizations, community-based organizations, hospitals, and institutions of higher education, are eligible. For grants authorized under Section 2042 of the Patient Protection and Affordable Care Act, state government entities are eligible to apply.

Criteria Selecting Proposals
To qualify for this program, proposed interns must be enrolled in an educational program that would qualify for employment as an APS Caseworker. Required education enrollment/experience outlined below:
A) Master's degree from an accredited university or college in health, social services, social work, health care administration, gerontology, disability studies, criminal justice or public administration;
B) An active registered nurse license;
C) A Bachelor of Science in Nursing (BSN) or a Bachelor of Arts (BA) or a Bachelor of Science (BS) from an accredited university or college in health, social sciences, social work, health care administration, gerontology, disability studies, criminal justice, or public administration and one year experience in health or human services;
D) An associate degree from an accredited program in health, nursing, social services, social work, health care administration, gerontology, disability studies, criminal justice or public administration and four years' experience in health or human services;
E) An active licensed practical nurse license, with one year experience in health or human services; or
F) Four years' experience with law enforcement or criminal investigations.
*Please note that if an applicant is not in an outlined educational program, an educational waiver may be requested using the Minimum Qualification Waiver Submission Portal prior to application. Approved waivers must be submitted with the internship application to the Department for approval.

Reports
Grantees will also be expected to comply with new reporting requirements related to the Prevention and Public Health Fund. Grantees are required to complete the federal cash transactions portion of the SF-425 within the Payment Managements System as identified in their award documents through the life of the grant. Semi-annual progress reports are required. The fully completed SF-425 is required as denoted in the Notice of Award terms and conditions. Semi-annual progress reports is required. Grantees will be expected to work through AoA project officers to report on data for the purposes of a multi- component evaluation.
Audits
Grantee shall be subject to the audit requirements contained in the Single Audit Act Amendments of 1996 (31 USC 7501-7507) and Subpart F of 2 CFR Part 200, and the audit rules and policies set forth by the Governor’s Office of Management and Budget. See 30 ILCS 708/65(c); 44 Ill. Admin. Code 7000.90.
Records
Grantee shall maintain for three (3) years from the date of submission of the final expenditure report, adequate books, all financial records and, supporting documents, statistical records, and all other records pertinent to this Award, adequate to comply with 2 CFR 200.333, unless a different retention period is specified in 2 CFR 200.333 or 44 Ill. Admin. Code §§ 7000.430(a) and (b). If any litigation, claim or audit is started before the expiration of the retention period, the records must be retained until all litigation, claims or audit exceptions involving the records have been resolved and final action taken.
