PROGRAM INFORMATION
Short Description
IDHS plans to fund a pilot program titled "One System Initiative: Rental Assistance Program". This program will provide short-term rental assistance to individuals and families living in shelters or places not meant for human habitation into apartments. Rental assistance will be for up to six months plus security deposits and/or move in fees. The One System Initiative is a coordinated project between IDHS, the City of Chicago, Cook County and community providers. The purpose of the One System Initiative is to align the crisis response systems for New Arrivals and persons experiencing homelessness from Illinois.

The FY25 budget appropriation bill, Public Act 103-0589, page 504 states:
"Section 155. The sum of $290,300,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Human Services for grants and administrative expenses of the Home Illinois Program, including pilot programs, to prevent and end homelessness in Illinois, including, but not limited to homelessness prevention, emergency and transitional housing, rapid rehousing, outreach, and related services and supports for individuals at risk or experiencing homelessness..." Objective
The purpose of this pilot is to understand how targeted resources of less than six months can be integrated into existing homeless housing continuum and prevent unsheltered homelessness.

Reports
A report will produced annually according to the requirements of the Act.
Audits
Grantee shall be subject to the audit requirements contained in the Single Audit Act
Amendments of 1996 (31 USC 7501-7507) and Subpart F of 2 CFR Part 200, and the audit rules and policies set forth by the Governor's Office of Management and Budget. See 30 ILCS 708/65(c); 44 Ill. Admin. Code 7000.90
Records
Grantee shall maintain for three (3) years from the date of submission of the final expenditure report, adequate books, all financial records and, supporting documents, statistical records, and all other records pertinent to this Award, adequate to comply with 2 CFR 200.334, unless a different retention period is specified in 2 CFR 200.334 or 44 Ill. Admin. Code 7000.430(a) and (b). If any litigation, claim or audit is started before the expiration of the retention period, the records must be retained until all litigation, claims or audit exceptions involving the records have been resolved and final action taken.
