Objective
To issue grants to police agencies of Illinois municipalities, counties, park districts, public universities, and units of local government for the purchase or lease of in-car video cameras for use in law enforcement vehicles; officer-worn body cameras for law enforcement officers, data storage related to officer-worn cameras, and training for law enforcement officers in the operation of the cameras.

In additional to the specific criteria identified below, all applicant agencies and entities must be registered in the Grantee Portal and be “qualified” as described by the Grant Accountability and Transparency Act Administrative Rules (see 44 Ill. Adm. Code 7000.70).
Eligibility Criteria. Law enforcement agencies and nonprofit entities meeting the following criteria are eligible for financial assistance from the program. The recipient agency must be an Illinois law enforcement agency of a unit of local government, or public university that is recognized by the Board.
Any applicant that has a duty to comply with the Uniform Crime Reporting Act must be compliant with all such requirements at the time of application or may be tiered down in priority from receiving awards. All grant recipients must continue to meet the requirements of the Police Training Act, the Grant Accountability and Transparency Act, and all corresponding administrative rules after award.
Applicant agencies must be compliant with the reporting requirements of the Law Enforcement Camera Grant Act. After award, each agency must adopt polices addressing the operational and programmatic requirements of Sections 10-15, 10-20, and 10-25 of the Law Enforcement Officer-Worm Body Camera Act; and Sections 15 and 20 of the Law Enforcement Camera Grant Act.

Applicant Eligibility
GATA Compliance. In additional to the specific criteria identified below, all applicant agencies must be registered in the Grantee Portal and be “qualified” as described by the Grant Accountability and Transparency Act Administrative Rules (see 44 Ill. Adm. Code 7000.70).
Eligibility Criteria. Law enforcement agencies meeting the following criteria are eligible for financial assistance from the Law Enforcement Camera Grant Fund. The law enforcement agency must: be an Illinois law enforcement agency of a unit of local government, or public university that is recognized by the Board; list their active law enforcement officers on a roster on file with the Boar; indicate that all active law enforcement officers reflected on the agency roster subject to the mandated training requirements of Section 7 of the Police Training Act are compliant with all Board training requirements at the time of award. Any officer that is not compliant may be listed as inactive upon reporting the date the officer left service, their expected date of return, the reason for leaving service, and an acknowledgement that all outstanding training will be completed within 60 days of return; be compliant with all reporting requirements of Sections 15 and 20 of the Law Enforcement Camera Grant Act and Section 10-25 of the Law Enforcement Officer-Worn Body Camera Act [50 ILCS 706]. Post-award Compliance. All grant recipients must continue to meet the requirements of the Law Enforcement Camera Grant Act, the Grant Accountability and Transparency Act, and all corresponding administrative rules after award.
Law enforcement agencies meeting the following criteria are eligible for financial assistance from the Program. The law enforcement agency must: 1) be an Illinois law enforcement agency of a unit of local government, or public university reflected in the Board’s Law Enforcement Document Interchange (LEDI) database; 2) be intending to purchase and possess in-car cameras, body-worn cameras, data storage for body-worn cameras, and/or training on the use and operation of these cameras; and 3) be capable of tracking the data recorded from the operation of any awarded cameras.
In addition, Grantees will be expected to meet the following as a condition of receiving an award:
A. Grantees must comply with the Administrative Rules of the Grant Accountability and Transparency Act, 44 Ill. Adm. Code 7000.10 et al., and the applicable provisions of the UNIFORM ADMINISTRATIVE REQUIREMENTS, COST PRINCIPLES, AND AUDIT REQUIREMENTS FOR FEDERAL AWARDS, codified as 2 CFR Part 200.
B. Grantee must take all reasonable steps to minimize the amount of time advanced funds are held in the specific account. All advanced funds must be utilized within six months of receipt. Failure to do so may void the award and warrant an immediate return of all advance funds, plus interest.
C. Grantee must comply with all state and federal requirements regarding granted equipment. 2 CFR 200.313. Specifically, Grantee must ensure that the equipment will not be used for any unauthorized purposes, that the equipment will be protected from loss, damage, and theft, and that anyone using the equipment is properly trained in its operation and safety. Grantee must also acknowledge that the Illinois Law Enforcement Training & Standards Board has an interest in the equipment and that the Board’s approval must be obtained before the equipment is moved, transferred, or otherwise disposed within three years of receipt of an award payment.
D. Grantee must comply with all state and federal procurement requirements related to grantmaking. See 2 CFR 200.317-325. Specifically, Grantee must solicit bids for the desired equipment or provide justification for utilizing a sole-source provider. Additionally, Grantee must verify that it has no professional, personal, financial, or familial conflict of interest with the selected vendor.

Application Procedures
Applicant shall submit a request for award of funds via the AmpliFund portal. Grant applications for financial support under this program must be submitted in accordance with schedules to be publicly announced annually by the Board in accordance with the Grant Accountability and Transparency Act. Necessary application forms and instructions are available through the Board's website at ptb.illinois.gov and will be made available at the opening of each grant period. Announcements will be made in the Catalog of State Financial Assistance as a Notice of Funding Opportunity (NOFO) in accordance with 44 Ill. Adm. Code 7000.310.
Grant applications shall consist of the following basic components, at a minimum: 1) the applicant law enforcement agency's name, address, email address, and telephone number; 2) whether the agency is requesting grant funding for in-car cameras, body-worn cameras, data storage, and/or training costs; 3) the number of active law enforcement officers working at the law enforcement agency; 4) a signature from the law enforcement agency chief executive verifying the applicant agency has completed the application truthfully and will comply with the requirements of this Part relative to the project; and 5) demographic data regarding the jurisdiction served by the applicant agency.
Grantees will be asked to verify: a) that any awarded advance funding will be held in a segregated, interest-bearing account if required by Administrative Rule; b) that the agency has already purchased, or will purchase or execute an agreement to purchase the subject equipment within six months of award; c) that any and all advanced funds will be utilized within 30 days of receipt; d) that the proper procurement process will be utilized; and e) that it will not have a conflict of interest with the selected vendor.
In addition, Applicants must upload a policy that a) ensures that the equipment will not be used for any unauthorized purposes, that the equipment will be protected from loss, damage, and theft, and that anyone using the equipment is properly trained in its operation and safety and b) acknowledges that the Illinois Law Enforcement Training & Standards Board has an interest in the equipment and that the Board’s approval must be obtained before the equipment is moved, transferred, or otherwise disposed within three years of receipt of an award.

Applicants must meet GATA pre-qualification requirements and Applicant's must have the current annual Fiscal and Administrative Risk Assessment (ICQ) completed and approved by the closing date/time of the funding opportunity in which they are applying.
Application packages will be evaluated and assessed based upon community characteristics and agency need. Awards are subject to the availability of appropriated funds and recipients must comply with all special reporting requirements found in Sections 15 and 20 of the Law Enforcement Camera Grant Act.
Once the selection of the Applicant/Awardee is determined based on the evaluation criteria described, as well as ensuring the Applicant is compliant with all statutory obligation, training mandates, ILETSB rules and GATA, they will receive a NOSA (Notice of State Award) via the Grantee Portal, in which they will need to review and either accept or deny.
If the Grantee accepts the terms of the award depicted within the NOSA, ILETSB will draft, circulate and execute a Grant Agreement.
Please note: acceptance of the NOSA does not constitute an award. An agreement will need to be executed in order to constitute an award.
Criteria Selecting Proposals
Applications will be evaluated and assessed based upon community characteristics and agency need. Awards are subject to the availability of appropriated funds and recipients must comply with all special reporting requirements found in Sections 15 and 20 of the Law Enforcement Camera Grant Act.
Award Procedures
The Board shall make awards in accordance with the evaluation and selection criteria of this Section as reflected on the Notice of Funding Opportunity (NOFO) as published in the Catalog of State Financial Assistance.
When making awards and disbursing grant funds, the Board shall take the following factors into consideration: 1) The number of law enforcement officers employed by the law enforcement agency, 2) The median household income in the law enforcement agency’s community (as identified by the U.S. Census Bureau), 3) The crime rate in the law enforcement agency’s community (as identified by the Illinois State Police), 4) Whether or not the law enforcement agency's community received revenue from red light and or speed enforcement cameras within the last three years, and 5) Whether or not the applicant agency is compliant with the reporting requirements of the Uniform Crime Reporting Act.
Award payments will be made based on the total amount of funds approved by the Board relative to the amount of available funding. After evaluating the award criteria, the Board may accelerate processing and or reduce an award from the law enforcement agency’s requested amount.
Reimbursement is the standard method of award payment; however advance payment or a working capital advance payment may be authorized upon the submission of a supplemental application and ILETSB approval. The process for making this application is outlined in the corresponding Policies and Procedures published on the ILETSB website.
Awards will be issued on a rolling basis with new awards issued at the first of each month until the program concludes on June 30, 2025.
Award performance periods will be established in accordance with the equipment and service agreements executed by the Grantees. The maximum period of performance allowed under this opportunity is five years.

Uses and Restrictions
Funds will be awarded to police agencies of Illinois municipalities, counties, park districts, public universities, and units of local governmental for the purchase or lease of in-car video cameras for use in law enforcement vehicles; officer-worn body cameras for law enforcement officers, data storage for officer-worn cameras, and training for law enforcement officers in the operation of the cameras. The reimbursement is for cameras, data storage, and training directly related to such purchased cameras. Costs are limited to $895 for each officer-worn body camera, $5,752 for each in-car (dash) camera, and $100 per officer/per day of training.
Reports
Financial Reporting: Grantees must submit monthly Periodic Financial Reports (PFRs) of their actual cash disbursements for reimbursement in a format prescribed by the Grant Program Manager or their designee demonstrating all allowable expenditures for each month of operations until the end of the grant term. PFRs will be submitted to the respective Grant Program Manager or their designee not later than the 15th day following the end of any respective monthly billing period, or as described by the Uniform Grant Agreement. The first PFR is due after the first month of grant operations. Monthly PFRs must be submitted to the respective Grant Program Manager or their designee in the method prescribed in the grant agreement or as prescribed by ILETSB.
Programmatic Reporting:
Each law enforcement agency receiving a grant for in-car video cameras under Section 10 of this Act must provide an annual report to the Board, the Governor, and the General Assembly on or before May 1 of the year following the receipt of the grant and by each May 1 thereafter during the period of the grant. The report shall include the following: (1) the number of cameras received by the law enforcement agency; (2) the number of cameras actually installed in law enforcement agency vehicles; (3) a brief description of the review process used by supervisors within the law enforcement agency; (4) a list of any criminal, traffic, ordinance, and civil cases in which in-car video recordings were used, including party names, case numbers, offenses charged, and disposition of the matter. Proceedings to which this paragraph (4) applies include, but are not limited to, court proceedings, coroner's inquests, grand jury proceedings, and plea bargains; and (5) any other information relevant to the administration of the program.
Each law enforcement agency receiving a grant for officer-worn body cameras under Section 10 of this Act must provide an annual report to the Board, the Governor, and the General Assembly on or before May 1 of the year following the receipt of the grant and by each May 1 thereafter during the period of the grant. The report shall include: (1) a brief overview of the makeup of the agency, including the number of officers utilizing officer-worn body cameras; (2) the number of officer-worn body cameras utilized by the law enforcement agency; (3) any technical issues with the equipment and how those issues were remedied; (4) a brief description of the review process used by supervisors within the law enforcement agency; (5) for each recording used in prosecutions of conservation, criminal, or traffic offenses or municipal ordinance violations: (A) the time, date, and location of the incident; and (B) the offenses charged and the date charges were filed; (6) for a recording used in a civil proceeding or internal affairs investigation: (A) the number of pending civil proceedings and internal investigations; (B) in resolved civil proceedings and pending investigations: (i) the nature of the complaint or allegations; (ii) the disposition, if known; and (iii) the date, time and location of the incident; and (7) any other information relevant to the administration of the program.
Audits
The process for obtaining any equipment under this grant must meet the record keeping and procurement standards of Section 200.318 of the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. (2 CFR 200.318 General Procurement Standards)
Records
Any and all records associated with devices funded under this program must be retained for a period of at least 3 years. (See 44 Ill. Adm. Code 7000.430.)
