Short Description
Grants to local law enforcement agencies to support the purchase, expansion, and maintenance of equipment services that support the National Integrated Ballistics Information Network (NIBIN) and other ballistic technology equipment for ballistic testing. Grantees may receive payment by Advance payment, Reimbursement, or Working Capital Advance, subject to the approval of ILETSB and in accordance with the related policies and procedures.

Objective
Financial support to agencies seeking to operate NIBIN equipment and ballistic imaging devices will expand the NIBIN program and encourage sharing of NIBIN information among law enforcement agencies in Illinois.

Applicant Eligibility
Law enforcement agencies meeting the following criteria are eligible for financial assistance from the Program. The law enforcement agency must: 1) be an Illinois law enforcement agency of a unit of local government, or public university reflected in the Board’s Law Enforcement Document Interchange (LEDI) database; 2) be intending to purchase and possess ballistic imaging and comparison equipment that allows or assists law enforcement agencies and forensic laboratories to conduct an initial comparison of thousands of pieces of crime firearm evidence; 3) be capable of processing firearm test fires and ballistic evidence from other agencies within 30 days; and 4) be willing to share NIBIN and ballistics imaging equipment, facilities, and intelligence. In addition, Grantees will be expected to meet the following as a condition of receiving an award: A. Grantees must comply with the Administrative Rules of the Grant Accountability and Transparency Act, 44 Ill. Adm. Code 7000.10 et al., and the applicable provisions of the UNIFORM ADMINISTRATIVE REQUIREMENTS, COST PRINCIPLES, AND AUDIT REQUIREMENTS FOR FEDERAL AWARDS, codified as 2 CFR Part 200. B. Grantee must take all reasonable steps to minimize the amount of time advanced funds are held in the account. All advanced funds must be utilized within six months of receipt. Failure to do so may void the award and warrant an immediate return of all advance funds, plus interest. C. Grantee must comply with all state and federal requirements regarding granted equipment. 2 CFR 200.313. Specifically, Grantee must ensure that the equipment will not be used for any unauthorized purposes, that the equipment will be protected from loss, damage, and theft, and that anyone using the equipment is properly trained in its operation and safety. Grantee must also acknowledge that the Illinois Law Enforcement Training & Standards Board has an interest in the equipment and that the Board’s approval must be obtained before the equipment is moved, transferred, or otherwise disposed within three years of receipt of an award payment. D. Grantee must comply with all state and federal procurement requirements related to grantmaking. See 2 CFR 200.317-325. Specifically, Grantee must solicit bids for the desired equipment, or provide justification for utilizing a sole-source provider. Additionally, Grantee must verify that it has no professional, personal, financial, or familial conflict of interest with the selected vendor.

Application Procedures
Applicant shall submit a request for award of funds via the AmpliFund portal. Grant applications for financial support under this program must be submitted in accordance with schedules to be publicly announced annually by the Board in accordance with the Grant Accountability and Transparency Act. Necessary application forms and instructions are available through the Board's website at ptb.illinois.gov and will be made available at the opening of each grant period. Announcements will be made in the Catalog of State Financial Assistance as a Notice of Funding Opportunity (NOFO) in accordance with 44 Ill. Adm. Code 7000.310. Grant applications shall consist of the following basic components, at a minimum: 1) The applicant law enforcement agency's name, address, email address, and telephone number; 2) Whether the agency is requesting grant funding for ballistic imaging and comparison equipment and/or services and costs related to the operation of such equipment; 3) The number of active law enforcement officers working at the law enforcement agency; 4) A signature from the law enforcement agency chief executive verifying the applicant agency has completed the application truthfully and will comply with the requirements of this Part relative to the project; 5) Demographic data regarding the jurisdiction served by the applicant agency in accordance with 1707.140(b); and 6) A statement as to the amount requested for the ballistics imaging related equipment, a description of the equipment sought to be purchased, and a proposal of how they intend to share the services of the NIBIN equipment with other agencies. Grantees will be asked to verify: a) that any awarded funds will be held in a segregated, interest-bearing account; b) that the agency will purchase or execute an agreement to purchase the subject equipment within six months of award; c) that any and all advanced funds will be utilized within 30 days of receipt; d) that the proper procurement process will be utilized; and e) that it will not have a conflict of interest with the selected vendor. In addition, Applicants must upload a policy that a) ensures that the equipment will not be used for any unauthorized purposes, that the equipment will be protected from loss, damage, and theft, and that anyone using the equipment is properly trained in its operation and safety and b) acknowledges that the Illinois Law Enforcement Training & Standards Board has an interest in the equipment and that the Board’s approval must be obtained before the equipment is moved, transferred, or otherwise disposed within three years of receipt of an award.
Criteria Selecting Proposals
Applications will be evaluated and assessed based upon community characteristics and agency need. Awards are subject to the availability of appropriated funds and recipients must comply with all special reporting requirements.
Award Procedures
The Board shall make awards in accordance with the evaluation and selection criteria of this Section as reflected on the Notice of Funding Opportunity (NOFO) as published in the Catalog of State Financial Assistance. When making awards and disbursing grant funds, the Board shall take the following factors into consideration: 1) The number of law enforcement officers employed by the law enforcement agency, 2) The median household income in the law enforcement agency’s community (as identified by the U.S. Census Bureau), 3) The crime rate in the law enforcement agency’s community (as identified by the Illinois State Police), 4) The total number of firearm discharge incidents in the law enforcement agency's community, 5) Whether or not the law enforcement agency's community received revenue from red light and or speed enforcement cameras within the last three years, 6) How the agency intends to share the use of its awarded equipment or services with other agencies and 7) Whether or not the applicant agency is compliant with the reporting requirements of the Uniform Crime Reporting Act. The Illinois Law Enforcement Training Standards Board shall award: 1) Purchase and expansion grants up to $750,000 to law enforcement agencies to assist them with the establishment of NIBIN ballistic imaging facilities that can be shared among law enforcement agencies. These funds may be used to satisfy costs associated with: A) The purchase of ballistic imaging and comparison equipment; B) The relocation or transfer of equipment, or both, to a space where ballistic imaging facilities can be shared among multiple law enforcement agencies; or C) The construction or renovation, or both, of a building to house ballistic imaging equipment to be shared among multiple law enforcement agencies. 2) Support grants up to $150,000, for the support of existing NIBIN ballistic imaging facilities that are shared with at least 3 other law enforcement agencies. These funds may be used to satisfy costs for operator support, equipment for safe test firing of crime firearms, ammunition for test firing, maintenance fees, system upgrades, general maintenance, and required repairs; 3) Purchase reimbursement grants up to $25,000 to law enforcement agencies to obtain ballistic imaging and comparison equipment that communicates with the NIBIN database or assists in the imaging and assessment of ballistic identification data; and 4) Education and training grants up to $25,000, to satisfy costs for training associated with operation and use of NIBIN facilities or ballistic imagining equipment in Illinois completed by active law enforcement officers. Award performance periods will be established in accordance with the equipment and service agreements executed by the Grantees. The maximum period of performance allowed under this opportunity is three years. Award payments will be made based on the total amount of funds approved by the Board relative to the amount of available funding. After evaluating the award criteria, the Board may accelerate processing and or reduce an award from the law enforcement agency’s requested amount. Awards will be issued on a rolling basis with new awards issued at the first of each month until the program concludes on June 30, 2025. Reimbursement is the standard method of award payment; however advance payment or a working capital advance payment may be authorized upon the submission of a supplemental application and ILETSB approval. The process for making this application is outlined in the corresponding Policies and Procedures published on the ILETSB website.

Uses and Restrictions
Any law enforcement agency participating in the grant program must make their NIBIN facilities or ballistic imaging device available to at least 3 other law enforcement agencies at no cost for a minimum of 5 hours per week.
Reports
Financial Reporting: Grantees must submit monthly Periodic Financial Reports (PFRs) of their actual cash disbursements for reimbursement in a format prescribed by the Grant Program Manager or their designee demonstrating all allowable expenditures for each month of operations until the end of the grant term. PFRs will be submitted to the respective Grant Program Manager or their designee not later than the 15th day following the end of any respective monthly billing period, or as described by the Uniform Grant Agreement. The first PFR is due after the first month of grant operations. Monthly PFRs must be submitted to the respective Grant Program Manager or their designee in the method prescribed in the grant agreement or as prescribed by ILETSB. Programmatic Reporting: Grantee must submit quarterly reports for the period of performance following the date of award. After receiving an award, grant recipients shall collect data and furnish it to the Illinois Law Enforcement training Standards Board, which shall prepare an annual report to the General Assembly regarding the use and impact of the grant program, including, but not limited to: the number of grant recipients; NIBIN entries of ballistic evidence and test fires at each grant recipient NIBIN center; NIBIN leads generated by each grant recipient's NIBIN center; and the number of agencies that have submitted evidence to the NIBIN grant recipient's center. Data collection must be comprehensive and follow the guidelines and best practices provided by the federal Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the National Crime Firearm Intelligence Governing Board. Annual Reporting: After receiving payment for an award, each grant recipient shall collect and submit the following data to the Illinois Law Enforcement Training Standards Board, before May 1st of the following calendar year: 1) how many NIBIN entries of ballistic evidence and test fires were performed; 2) how many NIBIN or ballistic imaging leads were generated by that grant recipient; 3) how many law enforcement agencies utilized the NIBIN equipment and submitted evidence to the grant recipient; and 4) report the location, status, and condition of the equipment.

The process for obtaining any equipment under this grant must meet the record keeping and procurement standards of Section 200.318 of the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. (2 CFR 200.318 General Procurement Standards)
