In additional to the specific criteria identified below, all applicant agencies and entities must be registered in the Grantee Portal and be “qualified” as described by the Grant Accountability and Transparency Act Administrative Rules (see 44 Ill. Adm. Code 7000.70). Eligibility Criteria. Law enforcement agencies and nonprofit entities meeting the following criteria are eligible for financial assistance from the program. The recipient agency must: 1) be an Illinois law enforcement agency of a unit of local government, or public university that is recognized by the Board, 2) be an Illinois public institution of higher education, 3) be a qualified nonprofit entity representing the interests of the law enforcement community capable of encouraging new officer recruitment and retention. Any applicant that has a duty to comply with the Uniform Crime Reporting Act must be compliant with all such requirements at the time of application, or may be tiered down in priority from receiving awards. All grant recipients must continue to meet the requirements of the Police Training Act, the Grant Accountability and Transparency Act, and all corresponding administrative rules after award.

Grant applications for financial assistance under this program must be submitted in accordance with schedules to be publicly announced annually by the Board in accordance with the Grant Accountability and Transparency Act. Awards will be issued as advance payment, reimbursement of working capital advance. Necessary application forms and instructions are available through the Board's website at ptb.illinois.gov and will be made available at the opening of each grant period. Announcements will be made in the Catalog of State Financial Assistance as a Notice of Funding Opportunity (NOFO) in accordance with 44 Ill. Adm. Code 7000.310. Grant applications shall consist of the following basic components, at a minimum: 1) The applicant entity or law enforcement agency’s name, address, email address, and telephone number, 2) Whether the applicant is requesting: a. Intern Scholarship Funding, b. Advertisement Campaign Support, c. Direct Officer Payments, d. Officer Incentive Initiatives, e. Other Allowable Project Funds. 3) The number of active law enforcement officers working at the law enforcement agency, or the number of officers served by the educational or nonprofit entity, and 4) A signature from the chief executive of the applicant entity verifying that the applicant has completed the application truthfully and will comply with program regulations relative to the project.

Eligible applicants may submit proposals for consideration identifying the creation and process of implementation of a program that meets at least one of these formats: 1) Recruitment campaigns: Funds may be used to support media campaigns intended to reach eligible candidates and encourage consideration of careers in law enforcement. 2) Internal recruitment efforts: Funds may be used to support agency level efforts designed to promote recruitment, increase the diversity of applications, encourage recently trained officers to stay with their original agency, improve the quality-of-life for officer employees, study the reasons for officer departure and recruitment complications, and retain the services of recruitment specialists. 3) Program to increase hiring in underserved areas: Funds may be used to provide bonuses to supplement the salaries of long-serving and newly hired officers in agencies that have experienced staff reductions over the last 5 years. 4) Program for retaining officers in underserved areas: Funds may be used to provide bonuses specifically to officers who completed a full-time basic training academy in the last 3 years for the purpose of encouraging these officers to remain with their original agency. 5) Scholarship grants to community colleges: Funds may be issued to community colleges for promotional efforts encouraging application to the ILETSB Intern Program. Funds may be provided as scholarships to cover the costs of the intern program, 6) Other recruitment and retention efforts: All other proposals submitted by eligible entities will be considered for award if they align with the objectives of the grant program and can comply with all other eligibility and award requirements.

The Board shall make awards in accordance with the evaluation and selection criteria of this Section as reflected on the Notice of Funding Opportunity (NOFO) as published in the Catalog of State Financial Assistance. When making awards and disbursing grant funds, the Board shall take the following factors into consideration: 1) The number of law enforcement officers employed by the law enforcement agency or directly reached by the educational or nonprofit entity will be taken into consideration in dispersing related funds, 2) The median household income in the law enforcement agency’s community (as identified by the U.S. Census Bureau) will be taken into consideration in dispersing recruitment and retention related funds. Priority will be given to projects that reach those communities coring lower on this ranking, 3) The reach of an applicant agency or entity to law enforcement officers exhibiting demographic and geographic diversity, 4) The crime rate in the law enforcement agency’s community (as identified by the Illinois State Police) will be taken into consideration in dispersing related funds, 5) Whether or not the applicant agency is compliant with the reporting requirements of the Uniform Crime Reporting Act will be taken into consideration in dispersing related funds, Awards will be made based on the total amount of funds approved by the Board relative to the amount of available funding. After evaluating the award criteria, the Board may accelerate processing and or reduce an award from the applicant agency or entity’s requested amount. The Board will issue a Notice of State Award (NOSA) through the Catalog of State Financial Assistance and in accordance with the Grant Accountability and Transparency Act and GATA Rules. (See 44 Ill. Adm. Code 7000.360) Applicants may accept an award via the GATA Grantee Portal in accordance with the practices prescribed in the Grant Accountability and Transparency Act and corresponding administrative rules found at 44 Ill. Adm. Code 7000. Grantees may receive payment by Advance payment, Reimbursement, or Working Capital Advance, subject to the approval of ILETSB and in accordance with the related policies and procedures. Reimbursement is the standard method of award payment; however advance payment or a working capital advance payment may be authorized upon the submission of a supplemental application and ILETSB approval. The process for making this application is outlined in the corresponding Policies and Procedures published on the ILETSB website. Award performance periods will be established in accordance with the equipment and service agreements executed by the Grantees. The maximum period of performance allowed under this opportunity is three years.

Financial Reporting: Grantees must submit monthly Periodic Financial Reports (PFRs) of their actual cash disbursements for reimbursement in a format prescribed by the Grant Program Manager or their designee demonstrating all allowable expenditures for each month of operations until the end of the grant term. PFRs will be submitted to the respective Grant Program Manager or their designee not later than the 15th day following the end of any respective monthly billing period, or as described by the Uniform Grant Agreement. The first PFR is due after the first month of grant operations. Monthly PFRs must be submitted to the respective Grant Program Manager or their designee in the method prescribed in the grant agreement or as prescribed by ILETSB. Programmatic Reporting: Grantee must submit quarterly reports for the period of performance following the date of award. After receiving an award, grant recipients shall collect data and furnish it to the Illinois Law Enforcement training Standards Board, including, how the funded programs have performed, a summary of the recruitment and retention efforts, and a summary of the effectiveness and success of the various endeavors. Data collection must be comprehensive and follow the guidelines and best practices of the Grant Accountability and Transparency Unit.
