PROGRAM INFORMATION
Short Description
Funds will be used to purchase 70 battery electric Class 6/Class 7 school buses with vehicle telematics and 70 Level 2/DCFC charging stations that will be wall-mounted or pedestal-mounted at nine school district locations across the State of Illinois. The nine districts that agreed to participate in the grant are Forest Park SD 91, Franklin Park SD 84, Hazel Crest SD 152.5, Joliet Township HSD 204, Lincolnshire - Prairie View District 103, Marengo Union Elementary CSD 165, Township HSD 113, Troy CCSD 30-C, Zion-Benton THSD 126.

Objective
The objectives for the Clean Heavy-Duty Vehicles Program are to: (1) reduce air pollution, especially in non-attainment areas and areas with environmental justice concerns; and (2) encourage the sustainable deployment of Class 6-7 zero emission vehicles.

Renewals
Funding in the subsequent years will be contingent upon compliance with federal and state law, state grant-making rules, passage of sufficient appropriations for the program, and satisfactory performance in the preceding grant period.
Uses and Restrictions
Grants are for the replacement of existing non-zero-emission Class 6 and 7 heavy-duty vehicles with zero-emission vehicles, delivering cleaner air for communities across the state. All costs for the program are direct costs.
Reports
Expenditure reports to be submitted on quarterly basis via IWAS. Programmatic reports are submitted annually. Final programmatic report due 30 days after completion of grant period.

Additional audit requirements:
Grants and cooperative agreements are subject to inspections and audits by the Comptroller General of the United States, the EPA Office of Inspector General, other EPA staff, or any authorized representative of the Federal government.
Records
Recipients must keep financial records, including all documents supporting entries on accounting records and to substantiate changes in grants available to personnel authorized to examine EPA recipients grants and cooperative agreements records. Recipients must maintain all records until 3 years from the date of submission of final expenditure reports as required by 2 CFR 200.334. If questions, such as those raised because of audits remain following the 3-year period, recipients must retain records until the matter is completely resolved.
