MIPPA ADRC: The program is designed to provide outreach to eligible Medicare beneficiaries regarding the benefits available under Title XVIII of the Social Security Act, including the Medicare prescription drug benefit under Part D of Title XVII of the Social Security Act and under the Medicare Savings Program, and to coordinate efforts to inform older Americans about benefits available under federal and state programs.

The Medicare Improvements for Patients and Providers Act (MIPPA) grant funds are to be used for the following purposes: 1. Provide information and assistance services, conduct outreach activities and educational programs, and counsel Medicare beneficiaries about prescription coverage available under the Medicare Part D drug plans, Social Security’s Extra Help, Medicare Savings Programs, Seniors Free Transit Ride, Persons with Disabilities Free Transit Ride and the Secretary of State’s License Plate Discount Program. 2. Provide technical assistance, phone support, and counseling in order to help Medicare beneficiaries eligible for the Medicare Part D benefit select and enroll in Part D plans and provide application assistance for Social Security’s Extra Help, Medicare Savings Programs, Seniors Free Transit Ride, Persons with Disabilities Free Transit Ride and the Secretary of State’s License Plate Discount Program and other public benefit programs.

27.7 The Area Agency on Aging agrees to administer the Medicare Improvements for Patients and Providers Act (MIPPA) in accordance with all applicable regulations, policies and procedures established by the Illinois Department on Aging. 27.8 The Area Agency on Aging must submit to the State Agency, for prior approval, any proposed contracts with profit making organizations to provide services under the Medicare Improvements for Patients and Providers Act (MIPPA) Program. 27.9 The Area Agency on Aging will have the ability to develop a Medicare Improvements for Patients and Providers Act (MIPPA) Program plan and to carry out, directly or through contractual or other arrangements, a program in accordance with the plan within the planning and service area. 27.10 The Area Agency on Aging will conduct outreach efforts to identify older individuals eligible for assistance under the Medicare Improvements for Patients and Providers Act (MIPPA) Program, with special emphasis on rural elderly, older individuals with greatest economic need (with particular attention to low-income minority individuals and older individuals residing in rural areas), older individuals with severe disabilities, older individuals with limited English proficiency, older individuals with Alzheimer’s disease and related disorders with neurological and organic brain dysfunction (and the caretakers of such individuals), older individuals at risk for institutional placement, older individuals with greatest social need (with particular attention to low-income minority individuals and older individuals residing in rural areas), older individuals restricted by the ability to perform daily tasks or the capacity to live independently due to noneconomic factors, including: physical or mental disability, language barriers, and cultural or social isolation caused by, among other things, racial and ethnic status, sexual orientation, gender identity, gender expression, or HIV status; and inform such individuals of the availability of services under the Medicare Improvements for Patients and Providers Act (MIPPA) Program. 27.11 The Area Agency on Aging will ensure that each activity undertaken by the agency, including planning, advocacy, and systems development, includes a focus on the needs of low-income minority older individuals and older individuals residing in rural areas. 27.12 The Area Agency on Aging will coordinate planning, identification, assessment of needs, and provision of services for older individuals with disabilities, and individuals at risk for institutional placement, with particular attention to individuals with severe disabilities, with agencies that develop or provide services for individuals with disabilities. 27.13 The Area Agency on Aging has established and is following methods to assure that the Area Agency will serve as the advocate and focal point for older individuals within the community by monitoring, evaluating, and commenting on policies and programs, hearings, levies, and community actions which will affect older persons. 27.14 The Area Agency on Aging will provide a grievance procedure for older individuals who are dissatisfied with or denied services under the Medicare Improvements for Patients and Providers Act (MIPPA) Program. 27.15 The Area Agency on Aging assures that funds received under the Medicare Improvements for Patients and Providers Act (MIPPA) Program will be used to provide, to the extent feasible, for the furnishing of services under the Senior Health Assistance Program, consistent with self-directed care. 27.16 The Area Agency on Aging will assure that no officer, employee, or other representative of the Area Agency on Aging is subject to a conflict of interest prohibited under the Older Americans Act and mechanisms are in place to identify and remove conflicts of interest prohibited under the Older Americans Act. 27.17 The Area Agency on Aging has established and is following methods that ensure that all services provided through the Medicare Improvements for Patients and Providers Act (MIPPA) Program are provided without the use of any means tests.

Geographic Dispersion is used. Each Planning and Service Area of the state is represented by an Area Agency on Aging.

Award amounts are decided based on the Intrastate Funding Formula for each respective applicant.

This date is selected by the Office of Older American Services at a date of their choosing and is consistent with the Notice of Awards received by the Administration for Community Living.

The Intrastate Funding Formula is utilized for disbursement of funds. There are no matching requirements.

Funding shall be used exclusively for MIPPA-ADRC activities. Awarded grantees shall be responsible for ensuring funds are used for MIPPA-ADRC purposes only and are NOT duplicating deliverables being provided in concurrent MIPPA-SHIP or MIPPA-AAA grants. MIPPA-ADRC related expenses shall include, but not be limited to, staffing costs, office space, materials, supplies, travel, equipment, training, and consultant services. Expenses excluded include, research and development, and construction as defined in the Uniform Budget Template. Any expenses associated with the application process, pre-award costs, or any work performed prior to period of performance in the Notice of Award (NOA) shall not be payable under the resulting grant. Funds may not be used for: (a) construction and/or major rehabilitation of buildings; (b) basic research (e.g., bio-medical experiments); (c) continuation and/or expansion of existing services, and (d) medical care, institutional care or income maintenance.

Quarterly PPR, PFR and Program reports to be submitted to the Office of Older American Services.

In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, non-Federal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503. In accordance with the provisions of Subpart F-Audit Requirements, under 45 CFR Part 75.500, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year. Except as noted in 45 CFR Part 75.500.

Records must be kept available for 3 years after submission of the final expenditure report.
