The Illinois Education Association (IEA) will implement two programs: (1) an in-person, site based mentoring program and (2) an online-based (virtual) coaching program to be delivered to approximately 2,000 first, second- and third-year public school teachers and clinicians or early childhood educators who are employed by an entity that is the recipient of the Early Childhood Block Grant and who hold or are in the process of obtaining a professional educator license. The Illinois Education Association (IEA) must verify that each participant is in their first, second, or third year of teaching/serving as a clinician. On-site mentors shall be selected by each participating school district based on teacher effectiveness and proven ability or aptitude to build relationships and provide thoughtful guidance and support to new teachers and clinicians. Virtual coaches will be selected by the new teacher and/or the new clinician based on grade, content, cultural affinity, special education, and bilingual matching criteria. Illinois Educator Identification Numbers (IEINs) and names must be collected for all educators, coaches, and mentors participating in the program. Each virtual coach will work with up to 6 new teachers and/or clinicians for five hours per week over 36 instructional weeks beginning as the 2025-2026 school year commences in districts across Illinois. Newly retired virtual coaches will work with up to 8 new teachers or clinicians for five hours per week. They will also have other assigned duties beginning as the 2025-2026 school year commences in districts across Illinois.
Reports
Expenditure reports to be submitted on quarterly basis via IWAS. Programmatic reports are submitted annually. Final programmatic report due 30 days after completion of grant period.
Audits
The audit requirements adopted by GATA include the adoption of the federal audit requirements (2 CFR 200.501), audit requirements for grantees and subrecipients that do not meet the federal audit requirements and audit requirements for “For Profit” subrecipients. For-profit Subrecipient. The PTE(s) is responsible for ensuring subrecipient compliance with established requirements. Methods to ensure compliance for State and federal awards to for profit subrecipients may include pre-award audits, monitoring during the agreement period of performance, and post-award audits.
