Short Description
Development of on-demand learning modules, in person professional development of paraprofessionals across the State. Efforts to include dissemination, data collection and analysis to be reported to ISBE. Collaboration with current ISBE grant-funded technical assistance projects is expected.

Objective
These grant funds will be focused on providing Special Education paraprofessionals with high quality professional development applicable to students on the continuum of needs within disability areas.

Applicant Eligibility
Local Educational Agencies (LEAs), institutions of higher learning, public university laboratory schools approved by the Illinois State Board of Education (P.A. 100-465), area vocational centers (P.A., 92-56), charter schools, cooperatives and other joint agreements with a governing body or board of control (e.g. special education cooperatives), schools operated by a regional office of education, Intermediate Service Center (P.A. 87-1124) or state agency.

Criteria Selecting Proposals
Criteria may include among others: (1) Need for the project; (2) quality of project design; (3) adequacy of resources; (4) quality of the management plan; (5) quality of project evaluation; (6) experience and expertise; and (7) cost effectiveness.
Award Procedures
After completion of ISBE's Merit-Based Review process https://www.isbe.net/Documents/Merit-Based-Review-Policy.pdf peer review of applications, ISBE makes the final decision on the approval and funding of applications.
Deadlines
Competitive NOFO - Applications are due 45 calendar days from release of COMPETITIVE NOFO.
Continuation Grant - Applications are due within 30 calendar days of receipt
Range of Approval or Disapproval Time
Competitive NOFO - Tentative Award announcements are generally released via email 90 calendar days after the close of the Competitive NOFO.
Continuation Grant - Applications are generally approved or returned for changes within 30 calendar days of receipt.

Uses and Restrictions
The Individuals with Disabilities Education Act (IDEA) set aside grants are supplemental funds to assist that state with other state-level activities, including technical support to support children with disabilities. This is a federal restricted indirect cost program. The grant is subject to supplement, not supplant requirements.
Reports
Expenditure reports to be submitted on quarterly basis via IWAS. Programmatic reports are submitted annually. Final programmatic report due 30 days after completion of grant period.

Records
As required by EDGAR for State administered programs (34 CFR 76.730-731). Generally, the State and its subgrantees must retain records related to grant funds and compliance for a period of 3 years from the date the grantee or subgrantee submits its final expenditure report for that funding period. 34 CFR 80.42. Also, all records supporting claims for Federal funds or relating to the accountability of the grantee for the expenditure of such funds must be accessible for administrative review.
