Short Description
IDOT’s electronic crash reporting percentage from Illinois law enforcement agencies is currently at 95%, with 5% being paper crash reports. In order to help increase the reporting percentage, Illinois was awarded funding from NHTSA to help move law enforcement agencies submitting paper crash reports to electronic reporting. A major portion of this grant is to help these agencies purchase laptops in order to start the process of submitting their crash reports to IDOT electronically.

Objective
To help paper law enforcement agencies purchase laptops for their patrol vehicles to begin submitting their crash reports electronically. This will help increase Illinois' electronic crash reporting percentage.

The law enforcement agencies will purchase laptops and submit invoices to IDOT for payment. Expenses associated with installation and programming will be incurred by the law enforcement agency. The agencies will choose a vendor from the IDOT approved XML vendor list that will supply and install the necessary crash report application. The agency will have one year from the date of purchase to complete the installations and begin submitting crash reports electronically to IDOT.

IDOT’s electronic submittal of crash reports from Illinois law enforcement agencies is currently at 95%, with 5% being paper crash reports. Through this grant, IDOT proposes to increase the electronic crash report submittals by approximately 10,500. This will be accomplished by providing laptops to agencies that currently submit 50 or more crash reports a year via paper.

Preapplication Coordination
All applicants for all grants must be pre-qualified by GATA requirements including active SAM.gov accounts and not being on the Stop Pay List.
Application Procedures
Review NOFO. Ensure all pre-qualifications are met in GATA, GOMB portal and, if applicable, Amplifund (or the current grant management system) prior to applying. Ensure law enforcement agency is eligible for grant based on criteria listed in SEDC grant to NHTSA.
Criteria Selecting Proposals
Data Collection will review the proposals to make sure the law enforcement agency is eligible to receive the funding to purchase laptops. If the agency is already electronic, the law enforcement will be denied the funding.
Award Procedures
Applicants not selected will receive a denial letter via USPS. Grants are funded on a reimbursement basis.
