Criteria Selecting Proposals
Where the project furthers the goals of the State of Illinois, Department of Transportation, and/or the Natural Resources Unit programmatic agreement or another planning product of the Department fulfilling regulatory requirements for State and Federal Endangered Species.
Award Procedures
IDOT evaluated proposed requests based on the following criteria:
The non-profit conservation organization researches ability to record and perform field surveys to determine whether any State or Federally-listed threatened or endangered species occurs in the area of a proposed transportation facility. Other natural resources that must be identified and characterized during Phase I project development include Natural Areas, Nature Preserves, habitat, streams and other potentially significant features that may be affected by roadway projects. The information is used by IDOT District Offices and Local Agencies to avoid or mitigate impacts to natural resources. The results of these biological studies are included in National Environmental Policy Act (NEPA) documents to satisfy the requirements of State and Federal laws and regulations. The survey results are coordinated with State and Federal agencies.

Uses and Restrictions
To conduct State and Federal regulatory compliance assurances for the Department regarding threatened and endangered species, water quality, and wetlands. If biological surveys/resource rich area management objectives are not performed to the satisfaction of various resource agencies, these agencies could submit a complaint to the FHWA. Without the information gained through these surveys/resource rich management objectives being conducted the National Environmental Policy Act (NEPA) documents would not be considered acceptable and would not be approved by FHWA.

Audits
Audits. Grantee shall be subject to the audit requirements contained in the Single Audit Act
Amendments of 1996 (31 USC 7501-7507) and Subpart F of 2 CFR Part 200, and the audit rules and policies set forth by the Governor’s Office of Management and Budget. See 30 ILCS 708/65(c); 44 Ill. Admin. Code 7000.90
Compliance with GATA CYEFR requirements is required.
BoBS 2832 for quarterly reporting.
Records
Records Retention. Grantee shall maintain for three (3) years from the date of submission of the final expenditure report, adequate books, all financial records and, supporting documents, statistical records, and all other records pertinent to this Award, adequate to comply with 2 CFR 200.334, unless a different retention period is specified in 2 CFR 200.334 or 44 Ill. Admin. Code 7000.430(a) and (b). If any litigation, claim or audit is started before the expiration of the retention period, the records must be retained until all litigation, claims or audit exceptions involving the records have been resolved and final action taken.
