Cycle Rider Safety Training Program grant year runs from 12/1-11/30. Grants are subject to renewals and/or amendments to allow for extensions beyond the initial three-year agreement. Grantees must submit the BoBS 2832 a minimum of four (quarterly) times per year. Some grantees may be required to submit the BoBS 2832 monthly. The final award will determine the reporting specifications. Depending on the funding source of the grant, agencies will also have to complete additional submissions including, but not limited to, BSPE 705. All specific reporting documents shall be listed in the grant agreement. Additional stipulations may be stated in Part III - The Project-Specific Terms in the grant agreement and conditions set forth in the Cycle Rider Safety Training Manual. Expenditures may be reimbursed under the following categories: Cost-per-Student, Maintenance of Program Equipment, and Non-personnel (All other) expenses. Indirect costs are not allowed.

Applicant Eligibility
Community college, State university, state or local government agency, or for-profit or nonprofit business entity in good standing and operating in the State of Illinois that is capable of providing courses meeting the definition in 625 ILCS 35/. Dealerships or those entities deriving income from the sale of motorcycles are not eligible.

The application will also require information including but not limited to UEI, program contacts, resumes, and authorizing representatives. Applicants must have operational training programs.
Preapplication Coordination
All applicants for all grants must be pre-qualified by GATA requirements including active UEI and not being on the Stop Pay List.
Application Procedures
Review NOFO and State Highway Safety Plan. Ensure all pre-qualifications are met in the GATA portal prior to applying, including ICQ and SAM.gov registration. Ensure established training site for the CRSTP. Go to https://idot.illinois.gov/transportation-system/safety/grants/index to obtain all necessary application paperwork. Applications must be submitted through Euna/Amplifund. Submit Application, Affidavit of Conflict of Interest, Budget, Programmatic Risk Assessment, corresponding attachments, and any additional supplementals for that grant and submit in manner stated in the NOFO.
Criteria Selecting Proposals
Must have physical office in Illinois and must actively provide motorcycle training, or start training upon grant agreement execution, weather permitting. Must prove organizational capacity, both in program and financially.
Award Procedures
All grant applications are assigned to Bureau of Safety Programs and Engineering (BSPE) staff for reviewing and scoring based on program specific criteria. First, an application is assigned to a staff member along with a project evaluation template for an initial review. A second review will be completed by one of IDOT’s Motorcycle Safety Unit staff. The third review will be completed by a Finance member of the Administrative Support Section staff. The final score will be calculated by averaging the three reviewers' scores. Selected applicants will receive an award notice via Euna/AmpliFund, the electronic grant management system. This will arrive in applicant's email. Applicants that were not selected will receive a denial letter.

Appeals
Applicants denied funding are permitted to appeal via a formal letter of appeal from the applicant. This letter may present the case in which the applicant believes they should have received funding. Please contact 217-782-3568 for specifics. Formal appeal letters will be reviewed, and a response will be returned within 30 days of date received. Appeals will be sent via electronic letter to applicant's email.
