Short Description
To provide funding to eligible school districts with high free and reduced-price eligible student populations that participate in the National School Lunch Program (NSLP) to offer and promote the consumption of fresh fruits and vegetables. FFVP is offered outside of the breakfast and lunch periods.

An applicant should consult the ISBE Nutrition Programs as the single point of contact in Illinois for the National School Lunch Program for more information on the process required to be followed for participation in FFVP. Environmental impact information is not required for this program. This program is excluded from coverage under E.O. 12372.
Application Procedures
The school-level application prototype form is furnished by ISBE. NSLP sponsors may apply to the ISBE Nutrition Programs annually.
Criteria Selecting Proposals
The elementary schools with the highest percentages of free and reduced-price enrollment will be selected. ISBE then enters into an agreement with the School Food Authority (SFA) for its participation in the program. The agreement stipulates that schools will operate the FFVP according to federal requirements for the program. Applicants’ eligibility percentages are ranked in descending order; per pupil funds (determined by the states awarded amount) based on enrollment are awarded starting with 100 percent eligibility downward until funds are exhausted with lowest enrollment number a determining factor if eligibility percentage is equal. ISBE is responsible for selecting schools based on high free and reduced-price enrollment percentages.

Appeals
Not Applicable. The State agency is responsible for selecting schools based on high free and reduced price percentages. There is no appeal process if not selected.
Renewals
Schools may be renewed annually through a re-application process (or modified application process), depending on their free and reduced-price percentage ranking each year.
Formula Matching Requirements
Statutory Formula: The FFVP is funded through a statutory formula found in section 19 of the Richard B. Russell National School Lunch Act. This program has no matching requirements. This program does not have MOE requirements.
Uses and Restrictions
Under Section 19 of the Richard B. Russell National School Lunch Act, 42. U.S.C. 1769, Fresh Fruit and Vegetable Program (FFVP), funding is available to the Illinois State Board of Education (ISBE) through an annual transfer of the Agricultural Marketing Service's Section 32 funds. Selected low-income public and nonprofit private elementary schools are reimbursed for produce served to school children outside of the NSLP and School Breakfast Program food service periods. All participating schools must agree to serve fresh fruits and vegetables free to all enrolled children and to publicize fresh fruit and vegetable availability within the school. Selected schools must be low-income public and nonprofit private elementary schools. Selected schools must serve fresh fruits and vegetables free to all students in selected schools. Selected schools must serve fresh fruits and vegetables outside of the NSLP and the School Breakfast Program.
Reports
ISBE ensures that each SFA with participating schools maintains and submits reimbursement claim forms monthly in order to receive reimbursement. Financial Status Reports (FNS-77 or FNS-425) are due quarterly. Reviews are performed in conjunction with scheduled Administrative Reviews (AR) of NSLP regulations. Documents are maintained on file at the site or the SFA office for the current year, plus three years prior. In the case of an audit or investigation that extends beyond the three years plus current year, documents must be kept until the audit or investigation is completed.
Audits
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503 Audits may be conducted less frequently under conditions specified in A-133. The FFVP is subject to audits.
Records
Schools must maintain full and accurate records of the FFVP's expenditures, similar to the National School Lunch and School Breakfast Programs. Such records must be retained for a period of 3 years after the end of the fiscal year to which they pertain, except that if audit findings have not been resolved, the records shall be retained beyond the 3-year period as long as required for the resolution of audit findings.
