Award Procedures
Applications are reviewed using modified Merit Based Review Process. The applications are processed through two levels of internal review with ongoing support and technical assistance from the Illinois State Board of Education (ISBE).

Appeals
If an LEA's plan is disapproved by the SEA, the LEA may appeal to the SEA and then to the Department of Education under Section 432 of the General Education Provisions Act (GEPA).

Formula Matching Requirements
Funds for Title I Basic are allocated by formula grants based on the low-income census count and four funding formulas, located at https://www.isbe.net/Pages/ESSA-Funding.aspx.
Uses and Restrictions
The following apply: Title 34 Code of Federal Regulations (CFR), Parts 74- 81, also known as Education Department General Administrative Regulations (EDGAR); Circular A-133: Audits of States, Local Governments, and Non-Profit Organizations; Circular A-87: Cost Principles for State, Local and Indian Tribal Governments; state fiscal procedures. This program is subject to federal non-supplanting requirements and grantees must use a restricted indirect cost rate that is referenced under 34 CFR 75.564-75.569, pursuant to federal regulations and an exception to the Uniform Guidance (2 CFR 200) and GATA approved by the Governor’s Office of Management and Budget.
Reports
Expenditure reports to be submitted on quarterly basis via IWAS. Programmatic reports are submitted on semiannual basis via IWAS. Final programmatic report due 30 days after completion of grant period. Monitoring by ISBE; and Section 8303 of the ESSA required an annual consolidated state report, i.e. Performance Report.
Audits
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503
