Short Description
The purpose of the grant is to (1) improve educational services to children and youth in local and State institutions for neglected or delinquent children and youth so that they have the opportunity to meet the same challenging State content standards and challenging State student performance standards that all children and youth in the State will be expected to met; (2) provide such children and youth the services needed to make a successful transition from institutionalization to further schooling or employment; and (3) prevent at-risk youth from dropping out of school and to provide dropouts and youth returning from institutions with a support system to ensure their continued education.

Uses and Restrictions
The following apply: Title 34 Code of Federal Regulations (CFR), Parts 74- 81, also known as Education Department General Administrative Regulations (EDGAR); Circular A-133: Audits of States, Local Governments, and Non-Profit Organizations; Circular A-87: Cost Principles for State, Local and Indian Tribal Governments; state fiscal procedures.
This program is subject to federal non-supplanting requirements and grantees must use a restricted indirect cost rate that is referenced under 34 CFR 75.564-75.569, pursuant to federal regulations and an exception to the Uniform Guidance (2 CFR 200) and GATA approved by the Governor’s Office of Management and Budget.
Reports
Submission of quarterly expenditure reports; Single audits (A-133), if applicable; monitoring by ISBE; and Section 8303 of the ESSA required an annual Consolidated State Performance Report (CSPR).
Audits
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503
