Short Description
To serve students with Individualized Education Programs (IEPs) ages 3-5. Provide programs and services for students, ages 3-5, with specialized educational needs. Support education services for young children with disabilities who are identified after their third birthday. It offers early learning experiences in language, reading and writing skills, play, and other social emotional areas.

Preapplication Coordination
LEA amounts are determined by a formula. Illinois State Board of Education (ISBE) Funding and Disbursement loads those amounts into the IDEA preschool grant applications. Districts must complete and submit to ISBE for review; administration checks apply at the district/cooperative level. ISBE Special Education Services and IDEA grant coordinators review all IDEA grants for approval of allowable expenditures. The grant application includes checklists for the first and second reviews by IDEA grant coordinators. Those checklists are used to communicate with the districts/cooperatives regarding any needed revisions. All IDEA grantees must submit written assurances (provided in the grants), meet IDEA excess cost and IDEA MOE requirements, and address IDEA proportionate share requirements.

Formula Matching Requirements
Funds are distributed to eligible entities through a formula based on general population and poverty. This program has MOE requirements, see funding agency for further details. Additional Information: MOE requirements for this program apply to both State Educational Agencies and local educational agencies.
Uses and Restrictions
The Individuals with Disabilities Education Act (IDEA) preschool grants are supplemental funds to assist Local Education Agencies (LEAs) in providing IEP services to students ages 3-5. The funds can be used for staffing costs, professional development, supplies/materials/equipment, transportation, proportionate share services, related service cost, and administrative costs. All districts must verify that they meet IDEA excess cost and IDEA MOE requirements, i.e., the IDEA funds are not supplanting any state/local funds. This program is a supplement not supplant, federally restricted indirect cost rate program.
Reports
Expenditure reports to be submitted on quarterly basis via IWAS. Programmatic reports are submitted on semiannual basis via IWAS. Final programmatic report due 30 days after completion of grant period.
Audits
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503
Records
As required by EDGAR for State administered programs (34 CFR 76.730-731), generally, the State and its subgrantees must retain records related to grant funds and compliance for a period of 3 years from the date the grantee or subgrantee submits its final expenditure report for that funding period. CFR 200.333. Also, all records supporting claims for Federal funds or relating to the accountability of the grantee for the expenditure of such funds must be accessible for administrative review.
