Short Description
ISBE applied for the grant from US Department of Education to provide technical assistance, information, and training for students with deaf-blindness and enhance state capacity to improve services and outcomes for students and their family. ISBE's proposal listed the fiscal agent as West 40 ISC2 who in turn disperses fund to the Philip J. Rock Center and School, which oversees the project. Philip J Rock Center and School collaborates with federally funded parent centers to provide family training and support. Increase ability of the State Education Agency (SEA), Local Education Agencies (LEAs), LAs, and EIS providers and other agencies to use evidence-based practices to improve outcomes for students with deaf-blindness. To increase the development of policies and practices related to deaf-blindness and to provide data to the National Center for the annual National Child Count of children who are deaf-blind.

Preapplication Coordination
This program is a continuation of a federal discretionary grant. The Office of Special Education Programs in the U.S. Department of Education has final authority. Louise Tripoli is the project officer. Proposals are evaluated for submission by deadline, compliance with rules, and likelihood that the project would help SEAs, Part C lead agencies, LEAs, EI providers, teachers, service providers, and families to address the educational, related services, transitional, and early intervention needs of children who are deaf-blind to ensure that these children will graduate from high school ready for college and a career. Funds are distributed to Illinois and then to the fiscal agent, which is West 40 ISC2. Money is then dispersed to the Philip J. Rock Center and School, which oversees Project Reach, as fiscal responds are entered and payments made. There are no intermediate level applicants, so questions i, ii, and iii are not applicable. This program is renewed annually. It is currently in a five-year cycle through September 30, 2023. Grantees are required to update their plan and submit a current year budget. Funding remains level.

Uses and Restrictions
Funds to be used to provide technical assistance grounded in evidence-based practices in order to facilitate change in the SEA and LEA for students who are deaf-blind. These funds must use a restricted indirect cost rate. The grant is subject to supplement, not supplant requirements.
Reports
Expenditure reports to be submitted on quarterly basis via IWAS. Programmatic reports are submitted on semiannual basis via IWAS. Final programmatic report due 30 days after completion of grant period. Annual Performance Report to be completed and submitted to the US Department of Education by ISBE on behalf of the grant project.
Audits
This program is excluded from coverage under 2 CFR 200, Subpart F - Audit Requirements. In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, non-Federal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503.
