Applicant Eligibility
An LEA is eligible for an allocation under the Rural and Low-Income School Program if: 1) 20% or more of the children age 5 to 17 served by the LEA are from families with incomes below the poverty line; and 2) all of the schools served by the LEA are designated with a school locale code of 32, 33, 41, 42, or 43 (assigned by the US Department of Education's National Center for Education Statistics).

Preapplication Coordination
The awards are made based on a formula developed by the U.S. Department of Education. Upon identification of eligible grantees and their award amounts grantees will be notified through the ISBE Web Application Security (IWAS) notification process.

Uses and Restrictions
Notwithstanding any other provision of law, an eligible local educational agency may use the applicable funding that the agency is eligible to receive from the State educational agency for a fiscal year to carry out local activities authorized under any of the following provisions: *Part A of Title I *Part A of Title II *Title III *Part A or B of Title IV This program is subject to federal non-supplanting requirements and grantees must use a restricted indirect cost rate that is referenced under 34 CFR 75.564-75.569, pursuant to federal regulations and an exception to the Uniform Guidance (2 CFR 200) and GATA approved by the Governor’s Office of Management and Budget.
Reports
Cumulative expenditure reports and a final completion expenditure report are required via IWAS. Programmatic reports are submitted on semi-annual basis via IWAS. Final programmatic report due 30 days after completion of grant period.
Audits
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503
