Objective
Title II, Part A - to provide grants to Sate educational agencies and subgrants to local educational agencies to - 1) increase student achievement consistent with the challenging State academic standards; 2) improve the quality and effectiveness of teachers, principals, and other school leaders; 3) increase the number of teachers, principals, and other school leaders who are effective in improving student academic achievement in schools; and provide low-income and minority students greater access to effective teachers, principals, and other school leaders.

Formula Matching Requirements
The amount the State Education Agency distributes for each LEA's allocation is based on the number of 5 – 17 year olds (20%) and their number of low-income 5 – 17 year olds (80%).
Uses and Restrictions
The following apply: Title 34 Code of Federal Regulations (CFR), Parts 74- 81, also known as Education Department General Administrative Regulations (EDGAR); Circular A-133: Audits of States, Local Governments, and Non-Profit Organizations; Circular A-87: Cost Principles for State, Local and Indian Tribal Governments; state fiscal procedures. This program is subject to federal non-supplanting requirements and grantees must use a restricted indirect cost rate that is referenced under 34 CFR 75.564-75.569, pursuant to federal regulations and an exception to the Uniform Guidance (2 CFR 200) and GATA approved by the Governor’s Office of Management and Budget.
Reports
Expenditure reports to be submitted on quarterly basis via IWAS. Programmatic reports are submitted on semiannual basis via IWAS. Final programmatic report due 30 days after completion of grant period. Monitoring by ISBE; and Sections 9302 and 9303 of the Elementary and Secondary Education Act (ESEA) required Consolidated State Performance Report are due each December and February.
Audits
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503 Nonfederal entities that expend financial assistance less than $500,000 in a fiscal year must keep records available for review or audit by appropriate officials of the Federal government.
Records
LEAs must maintain program records for 3 years from the date those agencies submit to the awarding agency its single or last expenditure report for the period for which it received the funds. A longer retention period is required under specified conditions.
