Section 662 of the Post Katrina Emergency Management Reform Act (6 U.S.C § 762) and the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended (42 U.S.C. § 5121 et seq.), the Earthquake Hazards Reduction Act of 1977, as amended (Pub. L. No. 95-124) (42 U.S.C. §§ 7701 et seq.); and the National Flood Insurance Act of 1968, as amended (Pub. L. No. 90-448) (42 U.S.C. §§ 4001 et seq.).
Objective
To support a comprehensive, all-hazard emergency preparedness system by building and sustaining the core capabilities contained in the National Preparedness Goal. Examples include: Completing the Threat and Hazard Identification and Risk Assessment (THIRA) process; Strengthening a state or community's emergency management governance structures; Updating and approving specific emergency plans; Designing and conducting exercises that enable whole community stakeholders to examine and validate core capabilities and the plans needed to deliver them to the targets identified through the THIRA; Targeting training and verifying identified capabilities; Initiating or achieving a whole community approach to security and emergency management.

All Financial and Performance reporting shall be submitted to IEMA as specified in the grant agreement. Failure to comply with reporting requirements as specified in the grant agreement may result in Stop Pay status.

Criteria Selecting Proposals
As the EMPG is a formula grant, funding is awarded to all eligible recipients and the award amounts are predetermined, as noted in the applicable NOFO which are available online

Applications or plans are reviewed by DHS/FEMA program and administrative staff. Any issues or concerns noted in the application will be negotiated with the successful applicant prior to award being issued

Formula Matching Requirements
Statutory formula ; State cost match (cash or in-kind) requirement In FY 2022, shall not exceed 50 percent of the total budget.
Uses and Restrictions
May only be used for the purpose set forth in the grant, and must be consistent with the statutory authority for the award. Grant funds may not be used for matching funds for other Federal grants/cooperative agreements, lobbying, or intervention in Federal regulatory or adjudicatory proceedings. In addition, Federal funds may not be used to sue the Federal government or any other government entity. Pre-award costs are allowable only with the written consent of DHS and if they are included in the award agreement. Federal employees are prohibited from serving in any capacity (paid or unpaid) on any proposal submitted under this program. Federal employees may not receive funds under this award. EMPG Program grantees may only fund projects that were included in the Work Plan that was submitted to and approved by a FEMA Program Analyst. Audits
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year.
Records
Financial records, supporting documents, statistical records, and all other non-federal entity records pertinent to a federal award generally must be maintained for at least three years from the date the final Federal Financial Report (FFR) is submitted.
