Objective
The objective of an IL Adult Education and Literacy Professional Development network is to focus on enhancing the skills and knowledge of educators and administrators within adult education programs, with the ultimate goal of improving literacy and education outcomes for adults and enhancing educator expertise. The goal is providing customized professional development for the adult education and literacy community in Illinois. The network will provide curriculum development, create teaching techniques, demonstrate technology integration and data-driven decision-making. Other services include coordinating networking and collaboration among adult education providers, community organizations, workforce development agencies and other stakeholders to share best practices, resources and to manage educational services for adult learners. The network also provides professional development assistance with learner transitions that helps adult learners transition to post-secondary education, training programs or employment.

UGA Program Terms
1. Programs and projects funded in total or in part through this grant will operate in compliance with State and Federal Regulations, the Elementary and Secondary Education Act, Education Department General Administrative Regulations (EDGAR) the General Education Provisions Act (GEPA), the Americans with Disabilities Act, and the Workforce Innovation and Opportunity Act (WIOA). 2. The Illinois Community College Board (ICCB) may, as it deems necessary, supervise, evaluate, and provide guidance and direction to grantee in the conduct of activities performed under the grant. However, failures of ICCB to supervise, evaluate, or provide guidance and direction shall not relieve grantee of any liability for failure to comply with the terms of the grant award. 3. Grantee shall comply with the terms of the Uniform Grant Agreement including grantor and project specific terms identified in Parts Two and Three of that Agreement. Grantee shall adhere to ICCB reporting requirements, including the submission of monthly, quarterly, mid-year, and annual financial and programmatic reports as may be specified in the Agreement. 4. Grantee must receive prior written approval from the ICCB before implementing any programmatic changes with respect to the purposes for which the grant was awarded. 5. If the grantee fails to fulfill its obligations under the grant agreement properly and on time, or otherwise violates any provision of the grant, ICCB may suspend or terminate the grant agreement pursuant to the terms in the Agreement. 6. All program income shall be documented and reported annually to the ICCB. All program interest and income generated shall only be expended on allowable adult education services during the fiscal year it is generated. 7. Grantee shall certify that they prohibit and covenant that they will continue to prohibit discrimination and certify that no person, otherwise qualified, is denied employment, services, or other benefits on the basis of: (i) political or religious opinion or affiliation, marital status, sexual orientation, gender identification, race, color, creed, or national origin; (ii) sex or age, except when age or sex constitutes a bon fide occupational qualification; or (iii) the physical or mental disability of a qualified individual with a disability. 8. Grantee specifically agrees to comply fully with the non-discrimination and equal opportunity provisions of the Workforce Innovation and Opportunity Act; the Americans with Disabilities Act of 1990 (42 USC 12101 et seq); the Nontraditional Employment for Women Act of 1991; title VI of the Civil Rights Act of 1964 as amended; section 504 of the Rehabilitation Act of 1973, as amended; the Age Discrimination Act of 1967, as amended; title IX of the Education Amendments of 1972, as amended; and with all applicable requirements imposed by or pursuant to regulations implementing those laws, including but not limited to 29 CFR part 37 and 38.C. 9. Grantee shall give due credit to the ICCB and the Department of Education on all marketing materials developed or produced under the scope of this award.

Applicant Eligibility
To be eligible, an applicant must be in the state of Illinois, in good standing with Illinois and be either: • Local Educational Agencies (LEAs), • Institutions of Higher Education (IHEs), or • Public or Private nonprofit agencies To be considered for funding, an applicant must provide evidence of one the following: • A minimum of 3-years of professional development and technical assistance for programs serving adult education and literacy; • A minimum of 3-years of experience in providing professional development on topics related to the Workforce Investment and Opportunity Act, service integration, English Language Acquisition, and curriculum and instruction leading to increased student outcomes; or, • A minimum of 3-years of experience in providing professional development on National Reporting Assessments, English Language Proficiency Standards, virtual learning communities, and on-site technical assistance. • Ability to travel on-site to funded programs and provide targeted technical assistance. To be considered for funding to support the Adult Education Hotline, an applicant must provide evidence of demonstrated capacity to manage a multilingual hotline / call center with text messaging and online communication to connect potential adult learners to Title II funded Adult Education Programs.
Beneficiary Eligibility
Adults and out-of-school youths who are 16 years of age and older, who are not enrolled or required to be enrolled in secondary school under State law, and who lack sufficient mastery of basic educational skills to enable them to function effectively in society or do not have a secondary school diploma or its recognized equivalent, and have not achieved an equivalent level of education, or are unable to speak, read, or write the English language.
