Short Description
Grants to qualified grantees to provide training and other assistance to qualified workers that are adversely affected by foreign trade to help them to obtain suitable employment. Funds are provided by the United States Department of Labor authorized by the Trade Act of 1974 as amended (Public Law 93-618).

Objective

Applicant Eligibility
Organizations with the administrative capacity and a track record of serving individuals enrolled in the Workforce Innovation and Opportunity Act and Trade Adjustment Assistance Act are eligible to apply for funding.

Formula Matching Requirements
The grantees are selected based on the criteria outlined in the funding policy and the number of trade impacted layoffs in a local workforce areas. Grant funds are provided to qualified organizations based on the actual number of Trade impacted workers that will be served during the grant period.
Uses and Restrictions
Expenditures and authorized activities are defined by the Trade Act and all amendments, the Workforce Innovation and Opportunity Act and all applicable regulations. All grantees must comply with the program guidance and the uniform administrative requirements. Pre-award costs for allowable activities may be incurred as outlined in the grant agreement. Pre-award costs may not exceed the total grant award amount.

Applicants must enter into a grant agreement with the Department of Commerce and follow the program requirements outlined in the Trade Funding Policy, NOFO, and Grant Agreement as applicable
