Short Description
To establish a Career and Technical Education (CTE) Curriculum Revitalization Project (CRP) to facilitate and coordinate career and technical education programs in public secondary schools in Illinois. Specifically, CRP is intended to cultivate business, marketing and computer education, family and consumer sciences, health careers, and technology education programs.

Preapplication Coordination
Competitive Request for Proposals - Proposals will be evaluated in a competitive review process in accordance with the applicable criteria set forth below and conducted by an expert panel of reviewers. Proposals will be scored on the criteria outlined below and ranked by score. Final determination of funding will be made by the State Superintendent based upon the recommendations resulting from the review process. 1. Grantee Capacity: The applicant demonstrates the capacity to deliver a project of this magnitude and scope for statewide delivery of CTE programs and career awareness and development initiatives to administrators, counselors, and teachers in grades 9-12, higher education CTE faculty, and pre-service teachers. 2. Quality of the Proposal: The proposed activities demonstrate thorough planning, communication, and innovation to accomplish the project objectives identified in the program specifications. 3. Cost-Effectiveness: The proposal represents a cost-effective use of state resources, as evidenced by the amounts requested to support activities.

Uses and Restrictions
Non-allowable expenditures: Out-of-state travel, unless previously approved by the Illinois State Board of Education (ISBE); incentives of non-educational value (e.g., store card, promotional materials); and capital improvements. Institutions of Higher Education that receive a state award or federal pass-through award for a grant program administered by the Illinois State Board of Education will be restricted to a maximum indirect rate of 8 percent or other indirect cost rate calculated by their cognizant federal agency, whichever is less, pursuant to an exception to the Uniform Guidance (2 CFR 200) and GATA approved by the Governor’s Office of Management and Budget. This program is subject to federal non-supplanting requirements and grantees must use a restricted indirect cost rate that is referenced under 34 CFR 75.564-75.569, pursuant to federal regulations and an exception to the Uniform Guidance (2 CFR 200) and GATA approved by the Governor’s Office of Management and Budget.
Reports
Quarterly expenditure reports will be required. Further information about the use of grant funds and the completion of expenditure reports may be found in the State and Federal Grant Administration Policy and Fiscal Requirements and Procedures handbook. ISBE is required by the U.S. Department of Education to report on its use of Perkins leadership funds to support required and permissible activities as outlined in the statute. As such, the grantee will be required to evaluate program activities and submit semiannual cumulative narrative reports on the progress, impact, and outcome of activities. The report must include at a minimum the progress of activities, summary evaluations for all events administered with grant funds, and a description of completed activities, with an analysis of their impact. Data elements must be identified by the selected grantee and presented to ISBE for approval prior to the initiation of any data collection activities.
Audits
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503 In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, non-Federal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503.

Generally, the eligible agency and its subgrantees must retain records related to grant funds and compliance for a period of 3 years from the date the grantee or subgrantee submits its final expenditure report for that funding period. 2 CFR 200.333. Also, all records supporting claims for Federal funds or relating to the accountability of the grantee for the expenditure of such funds must be accessible for administrative review.
