The Illinois Homeless Response Collaborative will increase the capacity of local homeless crisis response systems to implement best practices to reduce the number of people experiencing homelessness. The grant will expand local capacity for leading systems improvement and build dynamic, reliable data systems that can measure real-time changes in homelessness. Expanded capacity, including but not limited to new staff members, will be supported through consultants to convene stakeholder workgroups to collectively build strategies and steer plans for testing changes that are likely to produce positive statewide results. This program leverages and promotes continuous quality improvement best practices to actively reshape community processes and behavioral norms. The CoC develops a shared vision for success across the community, provides program and project management support to actualize that vision, and embeds Collective Impact principles into community processes to achieve and sustain system-level improvement. The CoC establishes and maintain critical communication and knowledge-sharing lanes between end users, provider organizations, the whole community, and the broader systems that impact housing and homelessness. The sum of $290,300,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Human Services for grants and administrative expenses of the Home Illinois Program, including pilot programs, to prevent and end homelessness in Illinois, including, but not limited to homelessness prevention, emergency and transitional housing, rapid rehousing, outreach, and related services and supports for individuals at risk or experiencing homelessness..." A report will produced annually according to the requirements of the Act.

Grantee shall be subject to the audit requirements contained in the Single Audit Act Amendments of 1996 (31 USC 7501-7507) and Subpart F of 2 CFR Part 200, and the audit rules and policies set forth by the Governor's Office of Management and Budget. See 30 ILCS 708/65(c); 44 Ill. Admin. Code 7000.90

Grantee shall maintain for three (3) years from the date of submission of the final expenditure report, adequate books, all financial records and, supporting documents, statistical records, and all other records pertinent to this Award, adequate to comply with 2 CFR 200.334, unless a different retention period is specified in 2 CFR 200.334 or 44 Ill. Admin. Code 7000.430(a) and (b). If any litigation, claim or audit is started before the expiration of the retention period, the records must be retained until all litigation, claims or audit exceptions involving the records have been resolved and final action taken.
