Short Description
The Safe Drinking Water Program assures non-community public water supplies are in compliance with USEPA Drinking Water Regulations and providing safe drinking water to the public. The program provides oversight of all sampling requirements, performs routine inspections and conducts enforcement activities when necessary.

Objective
The non-community public water supply program assures non-community public water supplies are in compliance with USEPA Drinking Water Regulations and providing safe drinking water to the public. The program provides oversight of all sampling requirements, performs routine inspections and conducts enforcement activities when necessary.
UGA Program Terms
Grant is only available to certified Local Health Departments (LHDs) in Illinois conducting the Non-Community Public Water Supply Program under the LHPG. The Grant supplements funding to the LHDs to conduct required activities including inspections, compliance, sampling surveillance and enforcement.

Preapplication Coordination
All entities must be qualified to do business with the State of Illinois. To be qualified for a grant award, an entity must: • Have a valid DUNS number • Have a current SAM.gov account • Not be on the Federal Excluded Parties List • Be in Good Standing with the Illinois Secretary of State, as applicable • Not be on the Illinois Stop Payment list • Not be on the Department of Healthcare and Family Services Provider Sanctions list Entities must complete an Internal Controls Questionnaire (ICQ) as the Fiscal and Administrative Risk Assessment. The ICQ is completed once annually. All state agencies will utilize the results of the ICQ. The entity can access the ICQ from the grantee portal.
Application Procedures
All applications must be submitted via the Illinois Department of Public Health’s Electronic Grants Administration and Management System (EGrAMS). All sections of the application must be complete
Criteria Selecting Proposals
This is a non-competitive grant. All eligible applicants will receive a grant award. There are no merit-based review criteria for evaluating the applications. Each application will be reviewed for completeness and accuracy. Applications lacking any required information will be returned to the applicant for correction and re-submission. Because the LHPG is a non-competitive, formula-based grant program, all eligible applicants will receive a grant award.
Award Procedures
Upon final approval by IDPH of the EGrAMS grant application, the applicant will be sent a grant agreement through EGrAMS. Each applicant will be required to print the grant agreement, sign it and return it to IDPH for execution. After execution, a copy of the executed grant agreement will be provided to the applicant.
