Short Description
It is recognized that neonatal mortality is associated with gestational age, low birth weight, congenital malformations, and health problems originating in the perinatal period. The Illinois Department of Public Health (IDPH) administers the Illinois Administrative Perinatal Centers (APC) Grant Program which monitors and provides consultation to the obstetric hospitals in Illinois to improve maternal, child, and infant health outcomes across the state. An APC is a university, or university affiliated hospital, having a Level III Perinatal designation. The APC, which may be composed of one or more institutions, shall be responsible for the administration and implementation of IDPH’s Regionalized Perinatal Health Care system, in accordance with Illinois Administrative Code 640

Objective
• Assist the IDPH with the administration, implementation, and oversight of its regionalized perinatal health care system. • Provide leadership in the design and implementation of clinical quality initiative (CQI) projects initiated by IDPH, an IDPH partner with support from IDPH, and/or based on the needs of the regional network hospital(s). • Provide continuing outreach education and technical assistance for healthcare professionals. • Conduct joint Mortality and Morbidity (M&M) Review Committees with affiliated regional network hospitals (At least one M&M shall be held for every 500 births per birthing hospital within the APC’s regional network for a minimum of one and a maximum of six per year. For birthing hospitals with less than 500 births, at least one M&M must be conducted per year). • Use established criteria to conduct Severe Maternal Morbidity (SMM) reviews in network hospitals. • Ensure the establishment of criteria for maternal and neonatal transports. • Ensure that patients have access to consultation services for high-risk perinatal patients in medical, pediatric, and surgical subspecialties

Criteria Selecting Proposals
Good standing status with the Illinois Department of Public Health, Office of Women’s Health and Family Services shall be assessed upon receipt of application. Good standing must be maintained throughout the grant cycle. Proposals will be reviewed by program staff.
Award Procedures
Upon completion of the submission and review process, each successful applicant will receive a grant agreement to be signed by the entity’s authorized official. The grant agreement is not binding on the parties until it has been fully executed by the Illinois Department of Public Health.

Formula Matching Requirements
Matching funds (cash/in-kind contributions) are not required by the applicant. If applicant receives cash/in-kind contributions, these need to be included in the total operating budget reported in the online grant management system and specified in the grant budget summary.
Uses and Restrictions
No indirect costs allowed. Only 10% of the grant may be allocated to Direct Administrative Costs. State of Illinois Grant Awards will not allow reimbursement of pre-award costs, or construction costs
Reports
Monthly Reimbursement Forms will be due on the 15th of the following month; Quarterly Progress Reports will be due on the 30th of the month following the closure of the quarter; and End of Grant Report will be due forty-five days from the last date of the grant period. All reports and monthly reimbursement forms shall be submitted through the online grants management system.

Grantees are required to maintain grant accounting records 3 years after the date they submit the Federal Financial Report (FFR). If any litigation, claim, negotiation, audit or other action involving the award has been started before the expiration of the 3-year period, the records shall be retained until completion of the action and resolution of all issues which arise from it, or until the end of the regular 3-year period, whichever is later

Program Accomplishments
Assisted network hospitals with a quality initiative to ensure women with postpartum hypertension are aware of danger signs to report, are recognized as recently pregnant in the emergency department, and have an obstetric consult as soon as possible with any emergency department admission. Participating in Mothers and Newborns Affected by Opioids (OB or neonatal) initiative. More specifically, 75% of the network birthing hospitals and children’s hospital are participating in the initiative.
