PROGRAM INFORMATION
Short Description
The Program supports community-based providers which provide awareness and education about domestic violence, training to professionals and volunteers who deliver support to victims and directly provide victims and their vulnerable family members with quality comprehensive domestic violence services including emergency shelter, crisis, information regarding referrals and resources, counseling, advocacy, transportation and outreach.
The Domestic Violence Statewide Help Line is part of the Department's response to domestic violence. The Help Line provides statewide, toll-free, 24-hour, 7 day-a-week, multi-lingual, confidential services to victims and perpetrators of domestic violence, and information to people calling on behalf of a victim including friends or family of the domestic violence victim and first responders such as the police. The Help Line provides victims' access and direct referrals to the Department's funded domestic violence providers via a three-way phone linkage.
Help Line staff make referrals to domestic violence service agencies, identify non-traditional domestic violence services, provide safety planning or tips, and help victims explore service options. The Help Lines' trained domestic violence advocates help provide a safety network for Illinois residents living in remote areas of the state and for those for whom English is not their primary language. Additionally, the Statewide Help Line also increases access to domestic violence services for the deaf and hard of hearing by providing the most up to date technology.
Federal Authorization
45 CFR § 1370 Family Violence Prevention and Services Act/Health and Human Services, Administration Children and Families funding requires that states ensure effective communication and equal access of victim services (1370.5).

Objective
Access to services for victims of domestic violence. 24 hour/365 days per year to trained advocates to provide information, referral and firm connection to services, including safety planning, and 3 way linkage to community-based domestic violence programs.

Preapplication Coordination
All entities are required to register with the State of Illinois through the Grant Accountability and Transparency Act (GATA) Grantee Portal, www.grants.illinois.gov/portal to be eligible apply for a grant. An Illinois.gov public account authenticates the relationship between the individual and the organization they represent, How to create an Illinois.gov Public Account.

Entities are federally required to have an active SAM.gov entity registration. Illinois uses SAM.gov automation to determine qualification status based on the entity's registration. Refer to GATA Administrative Rules on Grantee Pre-qualification Status: http://www.ilga.gov/commission/jcar/admincode/044/044070000A00700R.html. An entity may apply for a grant award prior to qualified status. The entity must be in "qualified status" based on the Grantee Portal by the Application Review Date. See #18 in the NOFO Transmittal.

State agencies are federally required to evaluate the risk posed by each applicant. Risk assessments are a pre-award requirement and include two components: fiscal and administrative and programmatic. Illinois uses an Internal Control Questionnaire (ICQ) to complete the fiscal and administrative component and the risk assessment. Entities are required to access, complete and submit the ICQ through the Grantee Portal for the state fiscal year associated with the grant funding. Both the ICQ and the programmatic risk assessment must be accepted by the state and approved before a grant award can be executed.

Renewals
Renewal applications from The Network Advocating Against Domestic Violence (or statewide DV hotline owners and operators) only. Renewals are at the discretion of the Department and are based on sufficient appropriation and performance criteria including, but not limited to:
- Grantee has performed satisfactorily during the previous reporting period
- All required reports have been submitted on time, unless a written exception has been provided by the Division/Department
- No outstanding issues are present (e.g., in good standing with all pre-qualification requirements and no outstanding corrective action, etc.)
Uses and Restrictions
Unallowable Costs per 2 CFR 200 Subpart E Cost Principles.
No direct payments to victims or their dependents.
Reports
Grantees will be required to submit periodic performance report data (PPR) quarterly by the 25th day following the close of the quarter in InfoNet.
Grantees will be required to submit periodic financial reports (PFR) quarterly by the 25th day following the close of the quarter.
Grantees will be required to submit monthly expenditure reports with expenditure sampling backup documentation monthly by the 25th day following the close of the month.
Grantees will be required to submit an annual closeout report no later than 60 calendar days following the end of the Period of Performance for the agreement or agreement termination.
