PROGRAM INFORMATION
Short Description
The Title XX DFI Refugee and Immigrant Services Program is supported with federal funding under the Social Security Act, Title XX, as amended; Omnibus Budget Reconciliation Act of 1981, as amended, Public Law 97-35; Jobs Training Bill, Public Law 98-8 and 473; Medicaid and Medicare Patient and Program Act of 1987; Omnibus Budget Reconciliation Act of 1987, Public Law 100-203; Family Support Act of 1998, Public Law 100-485; Omnibus Budget Reconciliation Act of 1993, Public Law 106-66, 42 U.S.C 1397 ET seq.
Funding is for services that assist successful integration of refugees and immigrants. FY25 funding opportunity is limited to those not-for-profit community-based agencies which currently receive Title XX DFI funding from the Illinois Department of Human Services, Bureau of Refugee and Immigrant Services. Exception to this rule is at the discretion of the Bureau of Refugee and Immigrant Services in accordance to federal policies.
Services that assist successful integration of refugees and immigrants currently funded under this program are limited to two models:
1. Services to retraining high-skilled refugees to be recertified and placed in jobs consistent with their skills - Provide employment and training services that include training, job search, and networking opportunities to TANF-eligible high-skilled immigrants and refugees in order to assist them to transition from the ranks of the working poor to professional positions with family sustaining incomes and benefits. Services also include employer education component to educate employers on immigrant and refugee cultural issues and enhance networking opportunities for immigrants and refugees.
2. Services for African immigrants and refugees - Provide employment and training services, youth development services, outreach, referral, case management and life skills training geared to serving the African immigrants and refugees to support their successful integration into the U.S culture and self-sufficiency attainment.

Objective
1. Services to retraining high-skilled refugees to be recertified and placed in jobs consistent with their skills.

Train 70 TANF eligible educated refugee and immigrants
Job Placement - 40 TANF eligible refugees and immigrants
Average income at placement - $42,000
Average income increase per family - $35,000
Job Retention at one year 85%

95% of training measure for TANF eligible educated refugee and immigrants met.
57% of job seekers placed

Financial and Program reports will be submitted either electronically or by regular mail by the 15th day following the reporting month.
2. Services for African immigrants and refugees
Performance Measures:
Employment & Training services are conducted.
- 95% (251) of African refugee and immigrants receiving work place orientation, resume writing and job search workshops, job readiness preparation and assessment, job placement and follow-up services.
- 95% (42) of French-speaking African refugee and immigrants participating in ESL classes.
Youth Development Services
- 95% (57) individuals receiving Peer-to-Peer support services,
- 100% (35)participation in Bridges-to-School program (mentoring & tutoring),
- 100% (25) individuals participating in leadership building services,
- 100% (75) youth attending African Youth Symposium.
Leadership Training conducted bi-monthly.
Six Family Education sessions provided.
African Resource Fair is conducted with 90% of goal in attendance.
Summit on African Immigrants and Refugees conducted with 90% of goal in attendance.

Reports
State Reporting
Agencies funded under this program must submit to the Bureau of Refugee and Immigrant Services:
1. Monthly program by the 15th day of the month after the services have been delivered documenting services delivered and progress toward goals
2. Monthly financial report by the 15th day of the month for the expenses of the previous month based on approved budget.
3. Final report by September 30, 2025.
Federal Reporting:
Two reports are submitted by DHS annually for federal reporting. A Pre expenditure report also known as the State’s Intended Use Plan and Post Expenditure report which is used to compare projected services to actual for each service category.
Measurements to support federal reporting via Pre and Post Expenditure Reports prepared by the DHS Bureau of Basic Supports-Title XX:
1. # of children, seniors and other adults provided Title XX services.
2. # of Title XX service activities delivered.
