Short Description
This program provides training and support services for community-based organizations that conduct evidence-based home visiting to at-risk families as part of the Department’s Parents Too Soon (PTS), Healthy Families Illinois (HFI), and Maternal, Infant, and Early Childhood Home Visiting (MIECHV) programs and to other Division of Family and Community Services (DFCS) funded providers and staff who may benefit from these training opportunities. These services will enhance provider capacity and promote professional development through a variety of activities, services, and resources, including, but not limited to, training, workshops, participation in work groups, developing and distribution of printed materials including training handbook, and convening and maintaining an advisory work group.

Objective
Deliverables: The purpose of this program is to enhance provider capability and promote professional development through a variety of activities, services and resources, including, but not limited to, training; workshops; participation in work groups; developing and distribution of materials, including training descriptions and calendars; and convening and maintaining an advisory work group. Provider Responsibilities Provide essential training to program leaders and staff of the DHS and their Provider Agencies for the following Programs. 1.Parents Too Soon (PTS); provides comprehensive services to pregnant and parenting adolescents. 2.Healthy Families Illinois (HFI); supports intensive, voluntary home visitation to reduce the incidence of child abuse and neglect. 3.Maternal, Infant, and Early Childhood Home Visiting (MIECHV); strengthens and improves coordination of services for at-risk communities and provides comprehensive services to improve outcomes for families who reside in at-risk communities. 4.Training may also be offered for DHS funded program Providers and staff that would benefit from these training opportunities. The duration, frequency, location and content of training will be determined in consultation with Department staff, allowing flexibility for unforeseen additional trainings/workshops. Training may include, but not be limited to, the following topics: early childhood; parent group services/facilitation; infant and early childhood mental health; adolescent development; family relationships; child abuse recognition and response; the variant roles of culture; family violence; substance abuse, mental health issues; and family issues (e.g., life-skills, father engagement, and multigenerational families). Dependent upon local need, training shall be made available in settings including but not limited to regional locations across the state, on-line or via distance learning. The Department may require that the Vendor provide additional trainings/workshops on designated topics based upon the Department's need. 1.Conduct role specific training for program leaders related to the role of supervising home visiting staff and managing home visiting programs. Topics may include but not be limited to reflective supervision, program administration, quality management techniques, crisis management, understanding the program's policies and procedures. Develop and distribute materials including training descriptions and calendars, as needed. 2. Conduct training that addresses the impacts of trauma and stress experienced by families in home visiting. Topics may include but not be limited to, domestic violence, mental health, substance use, trauma-informed practice, child abuse and neglect, and family strengths, resilience and needs, and trainings for home visitors on providing ongoing support to families enrolled in home visitation programs. Develop and distribute materials including training descriptions and calendars, as needed. 3.Provide training on staff-related issues which may include, but not be limited to, stress management; setting and maintaining boundaries in staff-family relationships; personal safety, ethics, and crisis intervention; emergency protocols; and burn-out prevention. 4.Retain staff or individuals who have completed Healthy Families America's (HFA) Train the Trainers Institute. Provider must have at least one trainer to provide the HFA Parent Survey Training and one trainer to provide the HFA Foundations for Family Support Training 5.Provide training according to HFA standards using HFA materials. 6.Utilize the HFA training curricula to conduct a minimum of five (5) HFA Foundations for Family Support and five (5) HFA Parent Survey Training sessions to be delivered in-person or virtually. 7.Retain a minimum of one staff or individual who has been trained and approved by the Parents as Teachers National Center to conduct role-specific training for Parent Educators and other staff implementing the Parents as Teachers program. Offer a minimum of one annual Parents as Teachers training. 8.Participate in the relevant state home visiting meetings including the Healthy Families Illinois Program, Training, and Evaluation Committee and the Home Visiting Task Force. 9.Coordinate and/or collaborate with other Department contractors, as directed by the Department, to meet training goals. This may include, but not be limited to, the following activities: develop, plan, implement, and deliver training programs; participate in conference programming; and attend meetings. 10.Actively market training courses and schedules to professionals serving young parents, expectant parents, adolescents and infants/young children, and other professionals in the fields of family dynamics and early childhood development. Market training courses and schedules to the staff and grantees of the Department. Marketing may be accomplished through a variety of means including electronic mail. 11.Provide trainings through an open registration policy and process that provides equitable and timely access to all relevant course offerings for all DHS funded HFI, PTS and MIECHV home visiting professionals. 12.Conduct satisfaction surveys for all training programs at the conclusion of the training and evaluations for selected skill-building training sessions within a specified time-period. The surveys and evaluations will be used to determine the satisfaction of participants with the quality and relevance of the classroom/internet instruction activities and use of skills on the job. Results of the surveys will be submitted to the Department upon request. 13.Convene a minimum of three (3) advisory work group meetings comprised of representatives from the local HFI/PTS/MIECHV service providers. The purpose of the advisory work group is to solicit input about instructional offerings. Local service providers during these meetings will have an opportunity to inform the Vendor as well as the Department as to the content, quality, relevance and availability of instructional offerings. The Vendor shall inform the Department of the dates of scheduled work group meetings as well as the results from the meetings, as requested. 14.Conduct an annual training needs assessment. The Vendor will share the results of the assessment with the Department, as requested. 15.Provide course descriptions, locations and dates and record training participation (registered v. actual attendance) in a web-based application such as a learning management system, to analyze utilization, as directed by the Department. 16.Ensure that training information provided online complies with the Illinois Web Accessibility Standards.

Registration and Pre-Qualification: Prior to applying for any Notice of Funding Opportunity (NOFO), every applicant must first be registered and prequalified through the following steps. This must be done on or before the application's due date or their application CANNOT be accepted. •Apply for or update their DUNS number (https://www.dandb.com/ ). This must be done yearly. •Apply for or update their SAM registration and receive a SAM cage code. (https://www.SAM.gov) This must be done yearly. •Be registered and in good standing with the Illinois Secretary of State. (http://www.cyberdriveillinois.com/ ) (This is not required of governmental entities and schools.) •Register with the GATA/CSFA system at https://grants.illinois.gov/registration/ . The system will automatically check your registrations with the above mentioned systems. It will also check to see if your entity is on the federal excluded parties list and if your entity is on the State of Illinois Stop Pay/Compliance list. Grant Application, Program Plan (if applicable), Budget, and Programmatic Risk Assessment: At the time of application, the grantee must submit the grant application, the program plan (if applicable), the budget, and the programmatic risk assessment. Fiscal and Administrative Risk Assessment: Grantees must complete the Fiscal and Administrative Risk Assessment on the GATA/CSFA system- also known as the ICQ (short for Internal Controls Questionnaire). Be sure to click "submit" to submit your answers when complete. This is done only once per entity per fiscal year. While it does not have to be completed prior to submitting the application, this step must be done before an applicant or their application can be considered. Indirect Cost Rate: Most, but not all grants will include the potential for a grantee to claim an Indirect Cost Rate to help cover the administration costs related to the grant. For new grantees or new grants, this must be done within 90 days of the grant's effective date. For returning grantees, this must be done within six months following the end of the grantee's fiscal year. All grantees must make a selection. Grant Selection, NOSA and Grant Agreement: If your application is selected for funding, the results of the ICQ and Programmatic Risk Assessment may render conditions that will be included in your Notice of State Award (NOSA). The NOSA will be generated from GATA's CSFA system, and may be delivered via email from that system. (if you change staff or email addresses, be sure to update your GATA registration with that information or the correct person or email will not receive the NOSA.) These conditions may need to be addressed prior to the award becoming a firm grant agreement or they may be addressed over the course of the timeframe of the award. The proposed IDHS grantee must sign-off and return the NOSA to IDHS. Once the grantee accepts the IDHS grant and returns it, IDHS will also accept and the contracting process begins.

Grantee shall maintain for three (3) years from the date of submission of the final expenditure report, adequate books, all financial records and, supporting documents, statistical records, and all other records pertinent to this Award, adequate to comply with 2 CFR 200.334, unless a different retention period is specified in 2 CFR 200.334 or 44 Ill. Admin. Code 7000.430(a) and (b). If any litigation, claim or audit is started before the expiration of the retention period, the records must be retained until all litigation, claims or audit exceptions involving the records have been resolved and final action taken.

Program Accomplishments
In 2020-2021, when in-person trainings, meetings and TA visits were cancelled due to the pandemic, the program continued to offer virtual reflective groups, drop-in groups, trainings and TA visits. After the Healthy Families America National Office converted Healthy Families America core trainings to a virtual format, the program quickly launched Healthy Families America virtual core trainings in the fall of 2020.
