Short Description
The following information defines the scope of service for the Tobacco Enforcement Program (TEP). The TEP allows for compliance monitoring of tobacco retail establishments across Illinois to assure that Tobacco products are not sold to underage individuals as defined by state law. The TEP establishes a program of local compliance monitoring to be implemented by municipalities across Illinois. Applicants are to conduct compliance checks by contracting with underage individuals who will attempt to purchase tobacco products through supervised visits at tobacco retailers where underage indivduals can legally enter. Tobacco retailers within a municipality are to be provided with information on what constitutes illegal sales to underage individuals. This is followed by a round of unannounced compliance checks by supervised underage individuals. Three rounds conducted during a specified period of all retailers within a municipality will complete the requirements of the program.

Per (20 ILCS 301/1 5) Sec. 1 5. Legislative Declaration. The abuse and misuse of alcohol and other drugs constitutes a serious public health problem the effects of which on public safety and the criminal justice system cause serious social and economic losses, as well as great human suffering. It is imperative that a comprehensive and coordinated strategy be developed under the leadership of a State agency and implemented through the facilities of federal and local government and community based agencies (which may be public or private, volunteer or professional) to empower individuals and communities through local prevention efforts and to provide intervention, treatment, rehabilitation and other services to those who misuse alcohol or other drugs (and, when appropriate, the families of those persons) to lead healthy and drug free lives and become productive citizens in the community. The human, social, and economic benefits of preventing alcohol and other drug abuse and dependence are great, and it is imperative that there be interagency cooperation in the planning and delivery of alcohol and other drug abuse prevention, intervention, and treatment efforts in Illinois.
Objective

Applicants are to conduct three compliance checks by contracting with individuals under 21 who will attempt to purchase tobacco products through three supervised visits at tobacco retailers where individuals under 21 can legally enter. Tobacco retailers included in the unannounced compliance checks are to be provided with information on what constitutes illegal sales to individuals under 21 provided by the state. Three rounds of unannounced compliance checks during a specific period of all retailers by supervised minors of tobacco retailers within a municipality will complete the requirements of this program where minors can enter legally.

Periodic Financial Reports, Periodic Performance Reports, and Close out reports are required.
Audits
Grantee shall be subject to the audit requirements contained in the Single Audit Act Amendments of 1996 (31 USC 7501-7507) and Subpart F of 2 CFR Part 200, and the audit rules and policies set forth by the Governor’s Office of Management and Budget. See 30 ILCS 708/65(c); 44 Ill. Admin. Code 7000.90.
