PROGRAM INFORMATION
Short Description
The CSBG Discretionary program provides funds to support the CSBG program. These funds can be used to (A) provide training and technical assistance to CSBG eligible entities; (B) coordinating State-operated programs and services targeted to low-income individuals and families with services provided by eligible entities and other organizations, to ensure increased access to services provided by such State or local agencies; (C) supporting statewide coordination and communication among eligible entities; (D) analyzing the distribution of funds made available to determine if funds have been targeted to the areas of greatest need; (E) support asset-building programs for low-income individuals, (F) innovative programs and activities conducted by community action agencies or other neighborhood-based organizations to eliminate poverty, promote family stabilization, and promote community revitalization; (G) supporting State Charity tax credits, (H) supporting other activities which are consistent with the purposes of the Community Services Block Grant Act.

Objective
The CSBG mission is for the reduction of poverty, revitalization of low-income communities, and empowerment of low-income families and individuals to achieve stabilization. In addition, the use of discretionary funds, are designed to support activities which strengthen the Community Action network in Illinois.

Preapplication Coordination
During the annual State Planning process, the State may identify specific areas of need within the Community Action network. These needs will then be written in the form of Request for Funding Opportunity. Organizations must submit the required grant package to the Department of Commerce and Economic Opportunity for consideration. Award amounts are determined based on the State's availability of funds.

Funds shall be used by the State to make grants with eligible organizations/entities for the reduction of poverty, the revitalization of low-income communities, and the empowerment of low-income families and individuals to achieve stabilization.
Reports
Grantees are required to report on a quarterly basis using a Result Oriented Management and Accountability (ROMA) or similar system to report measurable outcomes.
