Short Description
SNAP State Administrative Expenses: To provide Federal financial participation to State agencies for costs incurred to operate the Supplemental Nutrition Assistance Program (SNAP). SNAP Employment and Training (E&T) 100 Percent Federal Funds and Reimbursement for 50 percent of allowable expenses: Funds provide grants to States to provide E&T education to assist SNAP participants in finding work. An E&T program may consist of many different types of components, including but not limited to: independent job search; job search training and support; workfare; educational programs to improve employability; work experience or training to improve employability; other employment oriented activities (e.g., job placement, supported work experience, Workforce Investment Act (WIA) services); and self–employment training. USDA provide States with 100 percent Federal funding for E&T based on a specific formula.

The Food and Nutrition Act of 2008, as amended, requires each State agency to submit to the Food and Nutrition Service for approval, a plan of operation specifying the manner in which SNAP will be conducted in every political subdivision within the State. Award Procedure (093): The Secretary of Agriculture approves State plans of operation submitted by the State agency that operates public assistance programs.

Formula Matching Requirements
Formula and Matching Requirements (101): This program has no statutory formula. This program has no matching requirements. Necessary, reasonable, and allowable administrative expenses by State agencies are reimbursed by the Federal government at approximately 50 percent. MOE requirements are not applicable to this program. Length and Time Phasing of Assistance (102): Length of assistance period varies and time phasing is not applicable. See the following for information on how assistance is awarded/released: Monthly allotments are made available to eligible individuals and households through EBT cards which operate like debit cards.
Uses and Restrictions
SNAP Benefits: Households receive Supplemental Nutrition Assistance Program (SNAP) benefits for the purchase of food at authorized retailers and use an electronic benefit transfer (EBT) card, which operates like a debit card, to redeem benefits at authorized retailers. The amount of benefits varies according to household size, expenses, and income. Contingency Fund: Placed in reserve for use only in such amounts and at such times as may be necessary to carry out program operations. Enables the program to react to shifts in program need that we not anticipated at the time of a budget request.

Audits (112): In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, non-Federal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503. Programs operated by the State or on behalf of the State are subject to audit by Office of Inspector General, USDA. Records (113): Records of households certified, benefits issued, and records relating to any financial transaction are required and must be maintained for 3 years.
