Objective
The National Maritime Heritage Grants Program (Grants Program) is established to help State and local governments and private nonprofit organizations preserve and interpret their maritime heritage. It is a national, competitive matching grants program which provides funds for Maritime Heritage Education Projects and Maritime Heritage Preservation Projects designed to reach a broad audience and enhance public awareness and appreciation for the maritime heritage of the United States. Historic maritime resources include: Historic Maritime Properties, Maritime Heritage Collections, Traditional Maritime Skills, and Maritime History Topics and are defined below.

Funds may be used for education or preservation projects that promote the understanding of significant aspect of American maritime heritage. Projects that involve historic resources as defined in the National Historic Preservation Act, as amended, must comply with treatments defined in the "Secretary of the Interior's Standards for the Treatment of Historic Properties" (36 CFR 78), “Standards for Historic Vessel Preservation Projects”, and “Standards for Archeology and Historic Preservation” (48 FR 44716). The Grantee must grant a preservation easement or preservation agreement for each grant-assisted property. In general, the Grants Program does not fund projects which will train the individual maritime heritage professional to do his or her job better or assist in career recognition or promotion. This includes activities such as developing training or continuing education courses for the maritime heritage education or preservation professional, personal research, or research resulting in highly specialized reports or publications with narrow audience appeal and little potential for public use or applications. Grants Program funds cannot be paid for any work or activity that does not conform to the terms of the NPS Grant Agreement which incorporates all applicable grant requirements, conditions, and Federal laws and regulations. Recipients must abide by the guidelines described in the Notice of Funding Opportunity.100% Funding for Maritime Heritage Grants is competitive and requires a 1-to-1 match with non-Federal assets from non-Federal sources. Project funds are disbursed from the Maritime Heritage Program directly to State Historic Preservation Offices (SHPOs), who make subgrants to applicants. Compliance with Section 106 of the National Historic Preservation Act (NHPA) for maritime grants is governed by a Programmatic Agreement (pdf) among the NPS, the Advisory Council on Historic Preservation (ACHP), and the National Council of State Historic Preservation Officers (NCSHPO). It is essential that you consult with your State Historic Preservation Officer (SHPO)/Tribal Historic Preservation Officer (THPO) early in the application process to determine whether it will be necessary to initiate Section 106 Compliance before submitting the application package. Although most projects requiring review under Section 106 will be preservation proposals, all applicants must consult with the SHPO about whether it will be necessary. For more information about Section 106, refer to the information under Grant requirements below, and pages 11-12 of the Proposal Guidelines and Grants Manual (pdf). The NPS and SHPOs/THPOs will assist applicants with Section 106 requirements if applicable. For projects in Hawaii, please also contact the Office of Hawaiian Affairs for a list of Native Hawaiian Organizations that may need to be notified of projects that could affect historic properties. All projects must comply with the National Environmental Policy Act (NEPA). The NEPA process begins in Part 2 of the Proposal form, where all applicants will answer a series of questions about how or if their project may affect the environment. If a project is selected for funding, NEPA review will be concluded prior to funds being obligated. NMHG staff will advise applicants of any requirements after the application phase, as necessary. Federal Laws and Regulations: Grants are to be administered in accordance with the provisions specified in 43 CFR 12, "Administrative and Audit Requirements and Cost Principles for Assistance Programs". In addition to these regulations, Federal assistance awarded under National Maritime Heritage Act is subject to other Federal legislation affecting grants programs. These laws and regulations address financial requirements, reporting procedures, non-discrimination, environmental compliance, drug-free workplace, procurement standards, and other Federal requirements. Criteria Selecting Proposals
Criterion 1 The project objectives address aspects of maritime history, technology, or culture that are significant to the maritime heritage of the United States. Criterion 2 The project plans demonstrate the potential for reaching a broad audience with an effective educational program. Criterion 3 The budget is reasonable to accomplish the project objectives. Criterion 4 The project objectives can be accomplished in a realistic and timely manner. Criterion 5 Key project personnel are appropriate for achieving the project objectives. Application must go through multiple states of evaluation with US Department of Interior/ National Park Service before final award can be issued.

Audits
Grantee shall be subject to the audit requirements contained in the Single Audit Act Amendments of 1996 (31 USC 7501-7507) and Subpart F of 2 CFR Part 200, and the audit rules and policies set forth by the Governor’s Office of Management and Budget. See 30 ILCS 708/65(c); 44 Ill. Admin. Code 7000.90 Grantee must comply with GATA CYEFR procedures.
Records
Grantee shall maintain for three (3) years from the date of submission of the final expenditure report, adequate books, all financial records and, supporting documents, statistical records, and all other records pertinent to this Award, adequate to comply with 2 CFR 200.334, unless a different retention period is specified in 2 CFR 200.334 or 44 Ill. Admin. Code 7000.430(a) and (b). If any litigation, claim or audit is started before the expiration of the retention period, the records must be retained until all litigation, claims or audit exceptions involving the records have been resolved and final action taken.
