Short Description
EFFECTIVE SFY 18 THE CSFA NUMBER 444-80-0205 HAS MERGED WITH THIS GRANT. PLEASE REVIEW ALL DETAILS LISTED BELOW. The Emergency Food Program (EFP) provides food at no cost to help supplement the food security of low-income households. The EFP is a Federal program, administered by the Food and Nutrition Services (FNS) of the U.S. Department of Agriculture (USDA). The Department of Human Service (DHS) provides grants to Food banks to receive, store, and distribute USDA commodities and privately donated food to pantries, soup kitchens and homeless shelters statewide. Temporary Assistance for Needy Families (TANF) are federal funds awarded by U.S. Department of Health and Human Services. These are special funds that DHS allocates to the Emergency Food Program to supplement the distribution of USDA commodities and to assist families/eligible households with at least one dependent member 18 years of age or younger.
Federal Authorization
In the Code of Federal Regulations, Title 7 details the Emergency Food Assistance Act of 1983. TEFAP serves helps supplement the diets of low-income individuals by providing them with emergency food assistance at no cost. USDA provides 100% American-grown USDA Foods and administrative funds to states to operate TEFAP. Federal Regulations 7 CFR, Part 251 Temporary Assistance for Needy Families (TANF) are federal funds awarded by U.S. Department of Health and Human Services. These are special funds that DHS allocates to the Emergency Food Program to supplement the distribution of USDA commodities and to assist families/eligible households with at least one dependent member 18 years of age or younger. Objective
The goal of TEFAP is to improve the health and nutritional status of low-income individuals with a self-attestation household income limit at or below the eligibility percentage of the federal poverty level and who are residents of Illinois by providing USDA perishable and non-perishable commodities. TEFAP covers all 102 Illinois counties partnership with 8 food banks allocating food and administrative funds based on the TEFAP calculation, the formula is weighted 60% for the poverty population in the Food bank’s geographic service area and 40% for the unemployment population relative to state totals. The Department will grant funds to the Provider agency which will be responsible for overall administration of the program in the assigned area, warehousing USDA commodities, and developing and managing a Distribution Center network. The Distribution Center Network will connect with eligible individuals locally and deliver program services through food pantries, homeless shelters, and/or soup kitchens. Detailed program requirements are provided in the exhibits. The goal of the TANF Food Purchase Program is to provide food as a supplement to households with at least one dependent member 18 years of age or younger. The TEFAP-affiliated food banks receive additional funds to purchase kid-friendly food options to distribute alongside USDA TEFAP commodities.

Uses and Restrictions
The IL Department of Human Services staff and facilities are not used to provide direction client services for The Emergency Food Assistance Program (TEFAP). Direct client services for this program are provided through community-based providers within the 102 Illinois counties.
Reports
Reports: Formula grants require reports on monthly participation and value of food or food instruments issued. Formula grants require cash reports on operating expenses and funds withdrawn from the Federal Letter of credit. Formula grants required monthly participation reports. Project Grants require quarterly progress reports. Formula grants require expenditure reports on operating expenses and funds withdrawn from the Federal Letter of credit. Project grants require a Financial Status Report (SF-425). Formula grants require Financial Management Reviews and Management Evaluations.
Audits
Audits JCAR Title 44 Illinois Administrative Code 7000.90 Local Agencies are required to be audited annually, in accordance with: 1. 2 CFR Part 200.501 Audit Requirements; 2. CFR 215 Uniform administrative requirements for grants and agreements with institutions of higher education, hospitals, and other non-profit organizations. (OMB Circular A–110); 3. CFR 225 Cost Principles for State, Local, and Indian Tribal Governments (OMB Circular A-87); 4. CFR 230 Cost principles for non-profit organizations (OMB Circular A-122).
Records
Records In accordance with 7 CFR 246, each Local Agency shall maintain full and complete records of Program operations in compliance with Federal and State records retention requirements. All records shall be retained for three (3) years following the close of the fiscal year to which the records pertain. An agency (e.g., any court and all parts, boards, departments, bureaus, and commissions of any county, municipal corporation or political subdivision) shall comply with the Local Records Act, which regulates the destruction and preservation of public records within the State of Illinois. The Federal Agency or Department may require longer retention of records and/or submission of such records to these agencies if the records cover a time period still open to audit.
