Short Description
The CP program provides funding to law enforcement, other first responders, and local government agencies to develop and implement collaborative deflection programs in Illinois that offer immediate pathways to substance use treatment and other services as an alternative to traditional case processing and involvement in the criminal justice system, and to unnecessary admission to emergency departments. These grant funds are intended to help save and restore lives; help reduce drug use, overdose incidence, criminal offending, and recidivism; and help prevent arrest and conviction records that destabilize health, families, and opportunities for community citizenship and self-sufficiency.

Illinois Administrative Rules Authorization
Section 110. The amount of $1,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois Criminal Justice Information Authority for grants to local law enforcement agencies, other first responders, and co-responders for training and other allowable costs pursuant to the Community Partnership for Deflection and Addiction Treatment Act and any associated administrative expenses.

Criteria Selecting Proposals
Application materials must address all components of this program and demonstrate both a need for the program and an ability to successfully implement the program. Reviewers will determine eligibility and score applications based on completeness, clear and detailed responses to program narrative questions, and inclusion of all mandatory program elements as well as consideration of past performance history and/or financial standing with ICJIA. The applicant must demonstrate that costs are reasonable, necessary, and allowable.
Award Procedures
All applications will be screened for completeness and GATA ICQ submission for the current state fiscal year. Applications from agencies do not have a current ICQ submitted by the date of application will not be reviewed.

Appeals
Unsuccessful applicants may request a formal appeal. Only the evaluation process is subject to appeal. Evaluation scores and funding determinations may not be contested and will not be considered by ICJIA’s Appeals Review Officer. The appeal must be via email and submitted within 14 calendar days after either the date the grant award notice is published or receipt of a Funding Opportunity Declination Letter from ICJIA, whichever comes first.
Renewals
Additional funding of up to 24 months may be awarded after the initial funding period, contingent upon a satisfactory performance and availability of funds. Total funding for the grant program will not exceed 36 months.

Audits
Grantee develops and maintains a record-keeping system to document all agreement related activities and expenditures. Records will act as the original source material for compilation of the data required, and all other program activity.

Grantee will provide access for purposes of monitoring, audit and examination to all relevant books, documents, papers, and records, and to relevant books, documents, papers and records of subcontractors.

Program Accomplishments
Post-Overdose Response. This model features a response initiated by a peace officer or law enforcement agency or other first responder subsequent to emergency administration of medication to reverse overdose, or in case of severe substance use disorder with acute risk of overdose. Self-Referral Response: This response is initiated by an individual contacting a peace officer or law enforcement agency or other first responder in acknowledgement of their substance use or disorder Active Outreach Response: This response is initiated by a peace office or law enforcement agency or other first responder as a result of proactive identification of persons thought likely to have a substance use disorder Community Engagement Response: This response is initiated by a officer or other first responder prevention deflection response initiated by a peace officer of law enforcement agency in response to a community call when no criminal charges are present Officer Intervention Response: These are commonly referred to as pre-arrest diversion programs. The response occurs when criminal charges are present but held in abeyance pending engagement with treatment.
