Direct Legislative appropriation grants to specified entities for the development and implementation of job training programs to assist in upgrading the skills of the Illinois workforce. Implementing skilled job training programs helps Illinois workers increase their productivity and competitiveness and keeps their skills on pace with the latest technologies and business practices. These are not competitive grants.
