Objective
To support the establishment, maintenance, and expansion of rape crisis centers and other nongovernmental or tribal programs and projects to assist individuals who have been victimized by sexual assault, without regard to the age of the individual.

Criteria Selecting Proposals
Proposals will be reviewed by a panel of ICJIA staff and stakeholders with expertise in services to victims of crime. Applicants will be selected based on overall scoring. Decisions on which projects to fund among applications with equivalent scores will be selected based on individual scores of the evidence-based practices category.
Award Procedures
Review team recommendations will be forwarded to the ICJIA Budget Committee for preliminary approval and applicants will be notified of the Committee's decision. A panel will conduct a final review of applications for cost allowability.

Appeals
Unsuccessful applicants may request a formal appeal. Only the evaluation process is subject to appeal. Evaluation scores and funding determinations may not be contested and will not be considered by the ICJIA’s Appeals Review Officer. The appeal must be in writing and submitted within 14 calendar days after either the date the grant award notice is published or receipt of a Funding Opportunity Declination Letter from ICJIA, whichever comes first.
Renewals
Additional funding of up to 24 months may be awarded after the initial funding period, contingent upon satisfactory performance and availability of funds. Total funding for the grant program under a NOFO will not exceed 36 months.

Uses and Restrictions
Sexual Assault Services Formula Grant Program is the first federal funding stream solely dedicated to the provision of direct intervention and related assistance for victims of sexual assault. The SASP Formula Grant Program directs grant dollars to states and territories to assist them in supporting rape crisis centers and other nonprofit, nongovernmental organizations or tribal programs that provide services, direct intervention, and related assistance to victims of sexual assault. Funds provided through SASP are designed to supplement other funding sources directed at addressing sexual assault on the state and territorial level.

Audits
Recipients must submit an annual audit report in accordance with the 2 CFR Part 200 Uniform Requirements. Future awards and fund drawdowns may be withheld if audit reports are delinquent.

In addition to implementing the funded project consistent with the approved project proposal and budget, agencies selected for funding must comply with applicable grant terms and conditions and other legal requirements, including GATA, and the U.S. Department of Justice Grants Financial Guide.

Regulations, Guidelines, and Literature
Overall, the purpose of the SASP Formula Program is to provide intervention, advocacy, and accompaniment (e.g., accompanying victims to court, medical facilities, police departments, etc.), support services, and related assistance to: 1. Adult, youth, and child victims of sexual assault; 2. Family and household members of such victims; and 3. Those collaterally affected by the victimization (e.g., friends, coworkers, classmates), except for the perpetrator of such victimization. Note: “Without regard to the age of the individual” is new statutory language resulting from the VAWA 2013 reauthorization, which means that funded service providers must provide services to sexual assault victims of all ages. As a result, providers such as child advocacy centers should be presumed ineligible for SASP Formula subawards unless they can provide documentation to the state administering agency that they serve all ages. However, while the subgrantee organization itself must provide services to sexual assault victims of all ages, the specifically funded project may focus on a particular age group, such as children, youth, or elders. SASP Formula grants shall be used by states and territories to provide grants to rape crisis centers2 and other non-profit, nongovernmental organizations or tribal programs for programs and activities that provide direct intervention and related assistance. Intervention and related assistance may include: 1. 24-hour hotline services providing crisis intervention services and referral; 2. Accompaniment and advocacy through medical, criminal justice, and social support systems, including medical facilities, police, and court proceedings; 3. Crisis intervention, short-term individual and group support services, and comprehensive service coordination and supervision to assist sexual assault victims and non-offending family or household members; 4. Information and referral to assist the sexual assault victim and non-offending family or household members; 5. Community-based, culturally specific services and support mechanisms, including outreach activities for underserved communities; and 6. The development and distribution of materials on issues related to the services described in the five previous items.
