Objective
This grant's aim Is to address the opioid crisis by increasing access to medication-assisted recovery (MAR) using the three FDA-approved medications for the treatment of opioid use disorder (OUD), reducing unmet treatment need, and reducing opioid overdose related deaths through the provision of prevention, treatment and recovery support activities for persons with stimulant or opioid use disorder. The service initiatives included in the Illinois SOR-II project plan are designed to expand upon the services supported through the SOR-I grant, but also include new initiatives.

Beneficiary Eligibility
Pregnant or postpartum (the period after childbirth up to 12 months) women in Illinois geographic areas approved by IDHS/SUPR, who are indicated to have a primary diagnosis of opioid use disorder (OUD) or stimulant use disorder (as of 9/30/20) and meet American Society of Addiction Medicine criteria for this level of treatment. Service recipients also include primary service recipients minor children (age 17 and under), and other family as deemed necessary.

Uses and Restrictions
Uses: (A) Improving State prescription drug monitoring programs. (B) Implementing prevention activities, and evaluating such activities to identify effective strategies to prevent opioid abuse. (C) Training for health care practitioners, such as best practices for prescribing opioids, pain management, recognizing potential cases of substance abuse, referral of patients to treatment programs, and overdose prevention. (D) Supporting access to health care services, including those services provided by Federally certified opioid treatment programs or other appropriate health care providers to treat substance use disorders. (E) Other public health-related activities, as the State determines appropriate, related to addressing the opioid abuse crisis within the State. Limitations: (1) notwithstanding any transfer authority in any appropriations Act, shall not be used for any purpose other than the grant program in subsection (c); and (2) shall be subject to the same requirements as substance abuse prevention and treatment programs under titles V and XIX of the Public Health Service Act (42 U.S.C. 290aa et seq., 300w et seq.).

Program Reports: Biannual Progress Report Progress Reports: Biannual Progress Report Expenditure Reports: Annual federal financial report (SF-425) Performance Reports: A State receiving a grant under subsection shall include in a report related to substance abuse submitted to the Secretary pursuant to section 1942 of the Public Health Service Act (42 U.S.C. 300x–52), a description of— (1) the purposes for which the grant funds received by the State under such subsection for the preceding fiscal year were expended and a description of the activities of the State under the program; and (2) the ultimate recipients of amounts provided to the State in the grant. Periodic Financial Reports, Periodic Performance Reports, and Close out reports are required.
Audits
Grantee shall be subject to the audit requirements contained in the Single Audit Act Amendments of 1996 (31 USC 7501-7507) and Subpart F of 2 CFR Part 200, and the audit rules and policies set forth by the Governor’s Office of Management and Budget. See 30 ILCS 708/65(c); 44 Ill. Admin. Code 7000.90.
