Short Description
In 2017, Cook County, IL ranked 2nd among the whole nation for the highest number of syphilis cases reported nationally. In Illinois, 91% of primary and secondary syphilis cases with reported sex partners self-reported as men who have sex with men (MSM); and in Illinois, 80% of all primary and secondary syphilis cases were reported in Cook County, IL. This agreement will partially support syphilis prevention activities (i.e., risk reduction education, DIS counseling and partner services, and treatment) conducted by an agency that target predominately lesbian, gay, bisexual, transgender, and queer (LGBTQ) and especially men who have sex with men (MSM) at increased risk of STD/HIV transmission in outreach settings that live in Illinois, outside of the City of Chicago in Cook County, IL. Objective
Grantee shall deliver the following in Cook County Illinois excluding the City of Chicago; 1. Provide comprehensive STI onsite clinical healthcare services that predominately provide services to the Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) population {especially men who have sex with men (MSM). 2. Disease Intervention Specialists (DIS) shall have received IDPH approved counseling and partner services training before providing services under this grant. 3. . Provide comprehensive DIS STI counseling, partner services, risk assessment, sex partner referral, treatment and culturally competent syphilis prevention and medical services for all clients seen at grantee’s clinic. 4. Provide at minimum 750 serologic screenings for syphilis clients, predominately MSM. 5. 75% of all syphilis cases seen shall be treated according to CDC guidelines within 30 days of positive test result. 6. 75% of all early syphilis cases shall be interviewed and receive DIS counseling as well as partner services within 60 days of a positive test result. 7. Conduct interviews on all early syphilis cases and report on the IDPH approved interview case report form. 8. Promote STI prevention and treatment services according to CDC guidelines. 9. Monitor and report cases of syphilis as required by law. 10. Provide internet notification services to persons whose only means of contact is through sexually explicit web sites and mobile applications. 11. Respond to syphilis incidence and prevalence trends and outbreaks as reported by ISS. 12. Develop and utilize targeted approaches that result in programmatic improvement, within their agency, that impact communities with high morbidity.
