Short Description
The goal of the Film and TV Workforce Training Program is to train Illinois high school graduates (or equivalent) in entry level film and television production positions. These positions can include on set training (production assistants, hair and make up), office training (office production assistants, location assistants, production accountants), and other entry level positions to meet the increased demand for more workers to staff the growing number of productions in Illinois.

Objective
Through a series of 10-15 week long training sessions, grantees will: ? Successfully train and place students in paying positions on TV and film productions in Illinois ? Provide career pathways for students to succeed in the film and TV industry ? Increase the number of productions and associated jobs in Illinois ? Change the perception that Illinois is “all booked up” with a lack of trained crew members ? Improve communication and coordination between producers and workforce training programs to increase the number of people graduating from those programs ? Work with groups that do workforce training to ensure a close match with what productions need ? Expand employment opportunities for Illinois residents, including unemployed individuals and individuals with barriers to employment ? Help grow and support new training programs across the state.

Successful grantees will have a proven track record in training people in film and television entry level positions. These positions can include on set training (production assistants, hair and make up), office training (office production assistants, location assistants, production accountants), and other entry level positions to meet the increased demand for more workers to staff the growing number of productions in Illinois.
Preapplication Coordination
Applications will be accepted for 45 days from the public posting of the funding opportunity. Applications will be reviewed and grants awarded within one month of the NOFO closing. A standard application package must be submitted and reviewed by the Department. Each package should contain the following items: 1. Uniform Grant Application in fillable PDF format 2. A detailed plan for a 10-12 week program to train 10-12 people to work in the Illinois film and TV production community. Each plan should include a list of the specific staff positions program graduates will be qualified to fill. 3. Uniform Budget utilizing the template provided by the Department for this project 4. Conflict of Interest Disclosure 5. Mandatory Disclosures
Application Procedures
A standard application package must be submitted to and reviewed by DCEO. Each package must contain the following items: ? Uniform Grant Application in fillable PDF format. Signature page must be printed, signed, scanned and submitted with application. ? Uniform Budget utilizing the template provided by DCEO for this project. The entire budget with all worksheets included even if the worksheets are not relevant to the grant opportunity must be submitted with the application materials. Conflict of Interest Disclosure 5. Mandatory Disclosures. 3. Unique Entity Identifier (UEI) and System for Award Management (SAM). Each applicant (unless the applicant is an individual or Federal or State awarding agency that is exempt from those requirements under 2 CFR 25.110(b) or (c), or has an exception approved by the Federal or State awarding agency under 2 CFR 25.110(d)) is required to: (i) Be registered in SAM before submitting its application. Please note, making SAM.gov registrations “public” will expedite the GATA Grantee Portal pre-qualification process. (ii) Provide a valid UEI number in its application, which matches the UEI number used in both the applicant entity’s SAM registration and GATA Grantee Portal registration. (iii) Continue to maintain an active SAM registration with current information at all times during which it has an active Federal, Federal pass-through or State award or an application or plan under consideration by a Federal or State awarding agency. The Department will not make a Federal pass-through or State award to an applicant until the applicant has complied with all applicable UEI and SAM requirements and, if an applicant has not fully complied with the requirements by the time the Department is ready to make a Federal pass-through or State award, the Department may determine that the applicant is not qualified to receive a Federal pass-through or State award and use that determination as a basis for making a Federal pass-through or State award to another applicant.
Criteria Selecting Proposals
Grant proposals will be reviewed on a competitive basis. Each proposal will be scored on a 100- point scale. The Department shall consider the following criteria when evaluating the application submittal: Capacity – 60 points Describe the steps you will take to fulfill the requirements of this grant. Please detail any previous experience in these types of trainings and the outcomes. How will you recruit students? How many staff will be needed to successfully complete the training? Provide the credentials for trainers. Provide examples of previous training program,s Based on the scope of work provided, a maximum of 35 points will be awarded to the entity which demonstrates the ability to successfully complete the project for which the funds were intended within this funding opportunity. Quality – 20 Based on the application packages received, points will be awarded to the entity that demonstrates the totality of features and characteristics, project or product defined in this funding opportunity and the ability to satisfy the requirements. Additionally, projects that can demonstrate proof in the following areas will be given consideration over other projects: • Relationships with existing Film and Television Productions • Pipeline for professional job placement • Industry Mentoring Need – 20 Points As specifically as possible, please identify what you believe is the most immediate need of the industry. Please describe in detail how your program will meet this need and where you think your students can be placed after completion of the training. Based on the evaluation of the need within the community relevant to the funding opportunity available, a maximum of 30 points may be awarded in this category. Proof that the project would not be viable without funding from the Department will be given consideration over other projects. Language that can be used: Grant proposals will be reviewed on a competitive basis. Each proposal will be scored on a 100-point scale (or on a percentage scale). The Department shall consider the following criteria when evaluating the application submittal: Need, Capacity, and Quality.
Award Procedures
Applications will be graded using the Merit Review Process and scored on the criteria specified in Section E.1. The Department will designate an Evaluation Committee to grade each application received for this funding opportunity. The final score of each Committee member will be calculated and an average of all scores will be the final applicant score. Grants will be awarded (Grant proposals will be reviewed on a competitive basis. Each proposal will be scored on a 100- point scale. The Department shall consider the following criteria when evaluating the application submittal: 1) the highest cumulative score, 2) previous experience in film production trainings. 3) job placement rates, 4) diversity of pool of potential students. ). The Merit Based Review process is subject to appeal. However, competitive grant appeals are limited to the evaluation process. Evaluation scores may not be protested. Only the evaluation process is subject to appeal. The appeal must be submitted in writing to the Department within 14 calendar days after the date that the grant award notice has been published. The written appeal shall include the name and address of the appealing party, the identification of the grant and a statement of reasons for the appeal. To file an appeal, applicants must submit the appeal in writing and in accordance with the Merit-Based Application Review Appeals Process listed on the Grant Opportunities page of the DCEO website: https://dceo.illinois.gov/aboutdceo/grantopportunities/meritappreview.html. The Department anticipates sending Notices of State Award (NOSA) (6) weeks after the application period is closed. The Department reserves the right to issue a reduced award, or not to issue any award.

Reports
The successful grantees will be required to report on the expenditure of funds and the number of students enrolled and expected to graduate from these state-funded job training programs. Using the Periodic Financial and Performance reporting templates, grantees must be able to relate financial data to performance accomplishment that support the Department’s mission to grow the professional production community in Illinois. Performance measures as outlined in 2 CFR 200.76 dictate performance goals around tangible, measurable objectives around number of workers trained and placed with productions.
