Objective
(a) conserve the soil, soil resources, water and water resources of this State, (b) control and prevent soil erosion, (c) prevent air and water pollution, and (d) prevent erosion, floodwater, sediment and nutrient runoff damages, (e) protect farmland from unnecessary conversion, (f) restore coal mined land to original productivity and will thereby conserve natural resources, control floods, prevent impairment of dams and reservoirs, assist in maintaining the navigability of rivers and harbors, conserve wildlife and forests, protect the tax base, protect public lands, and protect and promote the health, safety and general welfare of the people of this State.

Formula Matching Requirements
Since this is not an open/competitive opportunity, Grantees will be asked to complete allocation requests. Allocation request do not guarantee funding amounts. Final assistance amounts for each SWCD will be determined by the Department of Agriculture.
Uses and Restrictions
Uses and restrictions are contained in a Grant Agreement between the Department and each Grantee. Funding may include operations support, cost share support, streambank program support, staff training support, and support for other related purposes as determined by the Department of Agriculture.
Reports
After field review, each SWCD submits documentation that verifies the completion of the conservation practice. Upon approval of the documentation by the Department, the SWCD releases the State's share to the respective landowner. SWCDs are required to have an annual audit performed by a qualified accounting firm or file a financial management report to the Department that shows the expenditure of all allocated grant funds.
