Objective
A capital grant provided through this opportunity will support the creation of a manufacturing training academy based at a community college in Kankakee County. The focus of the academy will be to support workforce training programming targeted to satisfy the requirements of the growing electric vehicle and clean energy industries. The training academy will provide education and training that enables students to get hired and to advance in occupations associated with the manufacturing of electric vehicles, electric vehicle batteries, and related products. In order to maximize the effectiveness of this investment, the applicant must demonstrate that manufacturing training academy programming will be aligned with the needs of with local industry leaders.

The Department anticipates sending Notices of State Award by approximately February 28, 2021, but reserves the right to issue a reduced award, or not to issue any award.
Appeals
The Merit Based Review process is subject to appeal. However, competitive grant appeals are limited to the evaluation process. Evaluation scores may not be protested. Only the evaluation process is subject to appeal. The appeal must be submitted in writing to the Department within 14 calendar days after the date that the grant award notice has been published. The written appeal shall include the name and address of the appealing party, the identification of the grant and a statement of reasons for the appeal. To file an appeal, applicants must submit the appeal in writing and in accordance with the Merit-Based Application Review Appeals Process listed on the Grant Opportunities page of the DCEO website: https://www2.illinois.gov/dceo/AboutDCEO/GrantOpportunities/Pages/MeritAppReview.aspx.
