Short Description
Professional services are needed to supplement the day care lead in water testing activities conduced in Department of Children and Family Services (DCFS)-licensed facilities serving children birth to six years of age. While most lead exposure is attributed to lead paint and lead dust, recent activities in Flint, MI have reinforced the necessity to test lead in water as a potential source of childhood exposure in DCFS licensed day care facilities. To protect Illinois children from possible exposure to lead in drinking water, Public Act 99-0922 was signed into law January 16, 2017 requiring day care facilities to sample for lead contamination in water. With the funding appropriated under section 1464(d) of the Safe Drinking Water Act and amended by the Water Infrastructure Improvement Act (WIIN) section 2107, Illinois Department of Health (IDPH), in collaboration with DCFS and the Illinois Environmental Protection Agency (IEPA), plans to support the ongoing legislative requirement for lead in water testing in DCFS-licensed day care facilities throughout the state. This includes the prioritization of facilities serving younger children (ages 6 and under), underserved and low-income communities, and facilities that are older and more likely to contain lead plumbing, including those built prior to January 1, 2000

This is a noncompetitive, direct award for each of the remaining project years. Regardless of the source of funding (federal pass-through or State), all grantees are required to register with the State of Illinois through the Grant Accountability and Transparency Act (GATA) website, www.grants.illinois.gov, complete a prequalification process, and be determined "qualified" as described in Section 7000.70. Registration and prequalification is required before an organization can apply for an award. The entity is "qualified" to be an awardee if it: 1) has an active DUNS number; 2) has an active SAM.gov account; 3) has an acceptable fiscal condition; 4) is in good standing with the Illinois Secretary of State, if the Illinois Secretary of State requires the entity's organization type to be registered. Governmental entities, school districts and select religious organizations are not required to be registered with the Illinois Secretary of State. Uses and Restrictions
The funds from this Grant shall be used only for providing support to the IDPH Illinois Day Care Lead in Water Testing Project and should be restricted to the approved budget in the grant application. Changes and amendments to the use of funds must be approved through a written communication from IDPH.
Reports
Periodic performance reports (PPR) and periodic financial reports (PFR) are required and administered via EGRAMS.
Audits
Grantees are subject to the audit requirements contained in the Single Audit Act Amendments of 1996 (31 USC 7501-7507) and Subpart F of 2 CFR Part 200, and the audit rules and policies set forth by the Governor’s Office of Management and Budget. See 30 ILCS 708/65(c); 44 Ill. Admin. Code 7000.90.
Records
Grantee shall maintain for three (3) years from the date of submission of the final expenditure report, adequate books, all financial records and, supporting documents, statistical records, and all other records pertinent to this Award, adequate to comply with 2 CFR 200.333, unless a different retention period is specified in 2 CFR 200.333 or 44 Ill. Admin. Code §§ 7000.430(a) and (b). If any litigation, claim or audit is started before the expiration of the retention period, the records must be retained until all litigation, claims or audit exceptions involving the records have been resolved and final action taken.

Program Accomplishments
IDPH will continue funding to one grantee for the continuation of this project. This is the third Program Year of a new initiative to supplement lead in water sampling and analysis at DCFS-licensed day care facilities. Currently, DCFS regulated day care facilities built on or before January 1, 2000 that serve children ages birth to six years are required to test for lead in drinking water.
