Objective
The United 211 program provides Illinoisans direct access to health and human services information and referrals (I&R) 24 hours a day, and is a vital linkage for residents to available local, statewide, and national community resources. Established through state legislation in 2010, 211 Illinois was deemed the designated lead entity to grow, manage, monitor, and sustain 211 services within Illinois. As the lead entity for 211 services in the State of Illinois, 211 Illinois has the authority to allocate the 211 dial code to qualified contact centers and provide oversight of the 211 Illinois Statewide Network, helping residents across the state. 211 Illinois coordinates, funds, and supports each 211 contact center and local marketing and outreach partners. Access to 211 services is critical, especially during times of disaster. 211 is a simple number for residents to remember and a simple way to establish a centralized distribution of coordinated disaster information and referrals for local assistance. This program will help grow the 211 Illinois Statewide Network and drive Illinois closer to 100% coverage while increasing 211 Illinois's capacity to manage the 211 Illinois Statewide Network.

Preapplication Coordination
Applicants must submit a completed Universal Grant Application as well as complete the pre-qualification processes. Each applicant (unless the applicant is an individual or Federal or State awarding agency that is exempt from those requirements under 2 CFR § 25.110(b) or (c), or has an exception approved by the Federal or State awarding agency under 2 CFR § 25.110(d)) is required to: be registered in SAM before submitting the application; provide a valid EUI number in its application; and continue to maintain an active SAM registration with current information at all times during which the applicant has an active Federal, Federal pass-through or State award or an application or plan under consideration by a Federal or State awarding agency.
