Short Description
The Governor and the General Assembly direct the Department of Commerce and Economic Opportunity (DCEO) to administer grants for specific miscellaneous purposes to bolster the state’s economy, promote a clean environment, and improve the overall quality of life throughout the state of Illinois. The federal ARPA provides funding for response to the COVID-19 public health emergency, to – among other purposes – bolster economic recovery. This grant program is available to any entity named in a DCEO direct line item appropriation with the federal ARPA identified as the funding source and the Intent/purpose identified within the appropriation including, in whole or in part, phrasing specifically or similarly that it is for purposes allowed by Section 9901 of the American Rescue Plan Act of 2021 and any associated federal guidance.

Application Procedures
Applications must be submitted via email to the DCEO Office of Grants Management staff member who provided the link to the necessary application materials. Grant Agreements will not be generated until all necessary approvals are in place via standard project review. Such approvals may include, but are not limited to: successful staff review of the Grant project's Scope of Work & Budget; BEP requirements; IL Works requirements; 'environmental' reviews (State Historic Preservation Office, IL Dept of Natural resources, etc.); Bond Release; etc. Grantees will be required to adhere to methods of procurement per the Procurement Standards (2 CFR 200.317 – 2 CFR 200.327). Grant funds may then be disbursed via either: 1) initial working capital advance based on the first two months identified on a submitted Estimated Expenditure Schedule, with remaining disbursement(s) as reimbursement per submitted expenditure reports; or 2) entirely as reimbursement per submitted expenditure reports.
