Short Description
The purpose of the project is to support the implementation of a statewide trauma response initiative that will provide universal tiered systems of support for students and educators throughout Illinois. The Center for Childhood Resilience will expand the Resiliency Education to Advance Community Healing (REACH) Initiative statewide, develop trainings and other professional learning opportunities to build the capacity of local areas to address the specific Wellness needs of students and staff. This is a non-competitive grant funded by an interagency agreement from Illinois State Board of Education.

Preapplication Coordination
All grantees are required to register with the State of Illinois through the Grant Accountability and Transparency Act (GATA) website, www.grants.illinois.gov, complete a prequalification process, and be determined "qualified" as described in Section 7000.70. Registration and prequalification is required before an organization can apply for an award. The entity is "qualified" to be an awardee if it: 1) has an active UEI number; 2) has an active SAM.gov account; 3) has an acceptable fiscal condition; 4) is in good standing with the Illinois Secretary of State, if the Illinois Secretary of State requires the entity's organization type to be registered. Governmental entities, school districts and select religious organizations are not required to be registered with the Illinois Secretary of State. Application Procedures
Applications must be submitted via the Illinois Department of Public Health's Electronic Grants Administration and Management System (EGrAMS), accessible at idphgrants.com. Criteria Selecting Proposals
Grants will be reviewed and graded based on a 100-point scoring rubric. Criteria are listed in order from highest to lowest relative importance. The categories are as follows: Scope of Work Section - Applicant capacity and experience; Need; Target audience clearly defined; Proposed implementation approach; Plan provided with detailed activities. Work Plan Section - Activities, outcomes and measurements are provided and aligned with program requirements; Information provided in the SMART format. Budget Section - Budget reasonable & justified. Healthy Equity – A significant portion of the application review will be based on how the application abides with the following areas: a) Addressing all components of the IDPH Health Equity Checklist, b) Reference the Health Equity Definition, c) Incorporation of key definitions from the IDPH Health Equity Checklist, d), Reference to culturally and linguistically appropriate services, and e) Focus on the Social Determinants of Health. The Health Equity Checklist is a scored portion of the IDPH grant application. In public health, health equity is the opportunity for everyone to reach their full health potential, regardless of any social determined circumstance. There are seven questions worth 35 points.
Award Procedures
Applications will be reviewed for content, work plan activities, budget proposals, and required application supplemental material. In addition, based on adherence to prior grant guidelines, timely submission of reports and fiscal monitoring Grant will be awarded upon acceptance of the Notice of State award by signing the Uniform Grant Agreement by the grantee and the Director of the Illinois Department of Public Health

Formula Matching Requirements
Cost sharing or matching are not required.
Uses and Restrictions
All grant funds must be used for the sole purposes set forth in the grant proposal and application and must be used in compliance with all applicable laws. Grant funds may not be used as matching funds for any other grant program. Use of grant funds for prohibited purposes may result in loss of grant award and/or place the grantee at risk for recouping of those funds used for the prohibited purpose. Expenditure reports must be submitted quarterly. To be reimbursable under the Department/Office of Health Promotion Grant Agreement, expenditures must meet the general criteria outlined in the NCFI.
Reports
Grantees are required to submit quarterly performance reports on their work plan objectives and quarterly fiscal reporting in EGrAMS within 30 days after the reporting period. Reimbursement reports cannot be approved unless progress reports are up-to-date. Failure to submit required reports in a timely manner will result in delays with approval of reimbursements. The grantee will ensure quarterly reports are submitted.
Audits
Article XV Audit Requirements: Audits Grantee shall be subject to the audit requirements contained in the Single Audit Act Amendments of 1996 (31 USC 7501-7507) and Subpart F of 2 CFR Part 200, and the audit rules and policies set forth by the Governor’s Office of Management and Budget. See 30 ILCS 708/65(c); 44 Ill. Admin. Code 7000.90.
Records
Grantee shall maintain for three (3) years from the date of submission of the final expenditure report, adequate books, all financial records and, supporting documents, statistical records, and all other records pertinent to this Award, adequate to comply with 2 CFR 200.333, unless a different retention period is specified in 2 CFR 200.333 or 44 Ill. Admin. Code §§ 7000.430(a) and (b).
