Short Description
The Human Services Capital Investment Grant Program is a collaboration between the Department of Commerce and Economic Opportunity (DCEO) and the Department of Human Services (DHS). The program’s purpose is to make capital improvement grants to human services providers, throughout the state, which serve low-income and marginalized populations. DCEO will issue a grant to an Intermediary for sub-awards funding the capital improvement projects of human service providers, with a corresponding grant to be issued to that same Intermediary for associated administrative costs.

Objective
A capital grant will be issued by DCEO to an intermediary with funding from the Rebuild Illinois Projects Fund. Sub-awards will subsequently be issued by the intermediary to human services providers located in Illinois for capital improvement projects. "Capital improvement" means a project with a purpose to physically expand or physically improve upon a facility owned or leased by a human services provider. Administrative expenses incurred by the intermediary in association with its management of the capital sub-awards, including technical assistance, will be covered via a separate grant to the Intermediary, via funds provided to DCEO from DHS' operating funds.

An organization is eligible to receive a grant award as an Intermediary to provide sub-awards to Human Services Providers if the organization: a) is registered with the appropriate governmental authorities and is in good standing to operate in the State of Illinois; b) has demonstrated experience administering grants for construction or other capital projects in Illinois; c) has the capacity to administer a large volume of sub-awards; d) has an active GATA registration and is qualified on the GATA Grantee Portal (https://grants.illinois.gov/portal/) at the time of application.

Award Procedures
Merit-based review. A working capital advance of grant funds in the amount needed to commence grant-covered activities is possible. The remaining funds to be paid through reimbursement after submission of required reports reflecting expenditures, along with sufficient supporting documentation of such expenditures for eligible activities.

Appeals
The Merit Based Review process is subject to appeal. However, competitive grant appeals are limited to the evaluation process. Evaluation scores may not be protested. Only the evaluation process is subject to appeal. The appeal must be submitted in writing to the Department within 14 calendar days after the date that the grant award notice has been published. The written appeal shall include the name and address of the appealing party, the identification of the grant and a statement of reasons for the appeal. To file an appeal, applicants must submit the appeal in writing and in accordance with the Merit-Based Application Review Appeals Process listed on the Grant Opportunities page of the DCEO website: https://www2.illinois.gov/dceo/AboutDCEO/GrantOpportunities/Pages/MeritAppReview.aspx.

Uses and Restrictions
All applicants, grant recipients and subrecipients must be in compliance with the funding requirements set forth in the Human Services Capital Investment Grant Program statute (20 ILCS 605/605-1030) and rules (14 Ill. Admin. Code Part 670). All applicants and grant recipients and subrecipients must be in compliance with the Uniform Administrative Requirements located at 2 CFR Parts 25, 170, 183 and 200 as applicable through the Grant Accountability and Transparency Act (30 ILCS 708; 44 Ill. Admin. Code Part 7000). Intermediary Grant Award Administrative costs Administrative, operational, and indirect costs are permitted for the grant awarded to the Intermediary for administrative costs to manage the sub-awards to Human Services Providers. Expenditures for capital improvements or purchases of real property are not allowed from that grant. Pre-award costs Pre-award costs for the administrative grant are incurred at the applicant's own risk and will not be funded if an award is not made. Pre-award costs for services in anticipation of an award may be allocable, where necessary, for the efficient and timely performance of the program and are subject to 2 CFR 200.458 and where permitted in the final executed grant agreement after written approval by DCEO. Costs associated with the development of the application are not allowed. Sub-awards to Human Services Providers Administrative costs Administrative, operational, and indirect costs, including, but not limited to, utilities, personnel, insurance, and debt obligations, are not permitted expenditures for sub-awards received by human services providers. Pre-award costs Reimbursements for projects completed prior to issuance of the capital sub-award will not be permitted. Costs associated with the development of the application are also not allowed.
Reports
Periodic Financial Reports (either quarterly or monthly) & Periodic Performance Reports (either quarterly or monthly) shall be submitted no later than 30 calendar days following the period covered by the report. A final closeout report (including both financial & performance data) must be submitted within 45 days following the end of the period of performance in the format required by the Grantor.
