The CLEAR-Win Program aims to assist residential property owners of single-family homes and multi-unit properties to eliminate lead hazards in the homes through window replacement and remediation of other sources of lead.

Preapplication Coordination
In alignment with the Grant Accountability and Transparency Act (GATA) and Federal Uniform Guidance (2 CFR 200), grantee entities must complete the GATA Pre-Award Requirements prior to receiving a grant award from the State of Illinois. Application Procedures
All grant applications are submitted through IDPH's Electronic Grants Administration and Management System (EGrAMS).
Criteria Selecting Proposals
An objective and merit-based grant review and evaluation process shall be conducted in EGrAMS to make the final program funding determinations for grant awards.

An objective team shall review and evaluate applications and make final program determinations for funding. If an applicant is awarded a grant they will be notified via e-mail from EGrAMS.

Appeals
For competitive grants, only the evaluation process is subject to appeal. Appeals must be submitted in writing and in accordance with the grant application document through IDPH's Merit-Based Review Appeal Request Form available in the GATA section of the IDPH website (www.dph.illinois.gov/GATA).
Renewals
The CLEAR-Win grant is a three-year grant cycle competitively awarded in year 1 with the option of 2 years of non-competitive renewals.

Program progress reports shall be submitted to the Department quarterly, along with a final report annually.
